Regarding objectives, in the period 2026-2028, focus on fostering specialized expertise, fostering and training expertise, skills, nghiệp vụ, management and administration capacity to have sufficient basic capacity to perform tasks and public duties.
Based on the actual situation, agencies and units assign commune-level civil servants and public employees who do not meet the professional requirements of the (new) job position to train in specialized professional knowledge. Ensure that by the end of 2028, 100% of commune-level civil servants and public employees who do not meet the professional requirements of the job position are assigned to train in specialized professional knowledge.
Ensure that 50% of professional civil servants at the commune level are trained in general knowledge of state management to meet the requirements of operating local governments at 2 levels.
Ensure that 100% of commune-level civil servants and public employees are trained and professionally and professionally trained according to sectors and fields; train complementary skills to effectively perform assigned tasks.

Regarding certificates, commune-level civil servants and public employees who are sent for training and have a certificate of professional knowledge training in a specialized field are considered to have met the requirements for professional qualifications for new job positions, assigned new tasks or supplemented new tasks and requirements for regulations on the capacity framework of job positions for commune-level civil servants and public employees.
