That is the opinion of Mr. Veeramalla Anjaiah - senior researcher at the Center for Southeast Asian Studies (CSEAS) - posted on Eurasia recently.
According to VNA, the article commented that the fact that the 14th National Congress of the Communist Party of Vietnam unanimously elected Comrade To Lam to continue to hold the position of General Secretary for the new term clearly shows that this is a stable choice to ensure succession in the context of a volatile regional and international environment. The Congress also elected 200 members of the Central Executive Committee and 19 members of the Politburo, thereby completing the leadership apparatus for the new term. The theme of the Congress is assessed to reflect Vietnam's great ambition, with a focus on national unity, strategic self-reliance, rapid and sustainable development, towards the goal of prosperity and happiness in the socialist orientation.
The author believes that the 14th Party Congress strongly aroused the political determination of the entire Party and the will of the entire people, and at the same time clearly established the development guidelines for the next 5 years. The Congress agenda both consolidates continuity at the highest leadership level and strengthens the role of the Party in leading the core institutions of the political system.
The article especially emphasized that the Congress promoted the traditional slogan "people are the root", considering this an important political message to reaffirm the central role of the people in the national development strategy. According to the author, General Secretary To Lam reaffirmed absolute loyalty to the goals and ideals of the Party, emphasizing the priority of protecting national interests, national independence and self-reliance and self-strengthening.
The article also quoted General Secretary To Lam's speech recognizing the contributions of members of the 13th Central Executive Committee, and calling for continued sharing of experiences and contributions to the country's development process. According to the author, this message reflects efforts to maintain solidarity and inheritance within the Party.
Regarding economy, the author believes that General Secretary To Lam set an ambitious growth target with an average of about 10% per year in the period 2026 - 2030, while promoting the transition from low-cost production to innovative and efficient growth models. According to the author's assessment, this is a bold goal in the context of a still volatile global economy.
The author also mentioned that the resolution adopted at the closing session of the Congress identified innovation, digital transformation and green growth as pillars of the new development model. Party strategists believe that Vietnam has sufficient policy space, potential and conditions to achieve high growth in the coming time. However, the author believes that the biggest challenge lies not only in setting goals, but also in the ability to maintain a sustainable growth model in the context of geopolitics increasingly strongly impacting trade, investment and global technology flows.
According to the author of the article, this Congress also reaffirms the key role of foreign affairs in the national development strategy. For the first time, diplomacy is placed on par with national defense and security, becoming a core and regular task of the Party and the entire political system. This is a remarkable step up in Vietnam's foreign affairs thinking and the emphasis on diplomacy for development, especially in the field of science and technology, reflects increasing expectations for the diplomatic sector in serving rapid and sustainable growth goals. In addition, Vietnam continues to affirm the foreign policy of diversification and multilateralization, towards the role of a reliable partner and responsible member of the international community.
The author of the article commented that the 14th National Congress of the Communist Party of Vietnam is an important milestone, not only shaping the political line and development of Vietnam in the next 5 years, but also laying the foundation for the goal of becoming a high-middle-income country by 2030 and high-income by 2045.
