The Prime Minister has just issued Decisions No. 1720, 1721/QD-TTg dated August 12, 2025 to discipline Mr. Le Thanh Hai - former Chairman of the Ho Chi Minh City People's Committee and Mr. Nguyen Ba Hoan - Deputy Minister of Home Affairs.
Decision No. 1720/QD-TTg clearly states: Disciplinary action in the form of removing the position of Chairman of the Ho Chi Minh City People's Committee and other positions for Mr. Le Thanh Hai due to violations and shortcomings in his work and the Central Executive Committee has disciplined him with the Party.
The disciplinary period is from the date of promulgation of Decision No. 1261-QDNS/TW dated May 21, 2024 of the Central Executive Committee.

Decision No. 1721/QD-TTg clearly states: Disciplinary action in the form of Forced Dismissal of Mr. Nguyen Ba Hoan - Deputy Minister of Home Affairs due to violations and shortcomings in his work and the Secretariat has taken disciplinary action in the form of Expulsion from the Party.
The disciplinary period is calculated from the effective date of Decision No. 2221-QDNS/TW dated June 27, 2025 of the Secretariat.
The above decisions take effect from the date of signing (August 12, 2025).
Previously, expanding the investigation of the case that occurred at Hoang Long Construction Investment and Human Resources Supply Joint Stock Company (Hoang Long Company) and a number of related units, the Investigation Police Agency of the Ministry of Public Security has prosecuted to investigate the crime of "receiving bribes" against former Deputy Minister of Labor - Invalids and Social Affairs Nguyen Ba Hoan ( Deputy Minister of Home Affairs) and 3 other defendants.
Based on the investigation results, on June 3 and June 10, 2025, the Ministry of Public Security's Investigation Police Agency issued a Decision to supplement the Decision to prosecute the criminal case for the crime of "receiving bribes".
At the same time, the Investigation Police Agency of the Ministry of Public Security issued a Decision to prosecute the accused, an Order to search and apply preventive measures against: Nguyen Ba Hoan - former Deputy Minister of Labor - Invalids and Social Affairs; prosecuted 3 defendants at the Department of Overseas Labor Management, including: Tong Hai Nam - Director; Nguyen Gia Liem - former Deputy Director; Pham Viet Huong, Deputy Director, for the crime of "receiving bribes", stipulated in Article 354 of the Penal Code.
In which, Pham Viet Huong was banned from leaving his place of residence and arrested to temporarily detain the remaining 3 defendants.
