On the afternoon of August 12, at the Provincial Conference Center, Mr. Ho Duc Phoc - Member of the Party Central Committee, Deputy Prime Minister, Head of the Government's Working Group No. 5 worked with Hung Yen province on removing difficulties and obstacles in production and business, import-export, infrastructure construction, promoting growth, and accelerating disbursement of public investment capital.
Hung Yen proposes to establish a Free Economic Zone
According to a report by Hung Yen province, in the first 6 months of 2025, Hung Yen's GRDP is estimated to increase by 8.11% over the same period. Export turnover for the first 7 months reached 7.01 billion USD, up 19.8%; imports reached 5.37 billion USD, up 20.6%. The province has expanded its export market to more than 100 countries and territories, effectively taking advantage of new-generation FTAs.
Hung Yen attracted more than VND 118,000 billion and USD 1.48 billion in investment capital in 7 months, bringing the total number of valid projects to 3,891, including 891 FDI projects. The investment environment is improving, making the province in the top 10 PCIs nationwide for the first time in 2024.
Total budget revenue by August 11 reached VND 63,860 billion, equal to 115.3% of the estimate. The whole year is estimated to reach more than VND 76,000 billion, equal to 137.4%. Budget expenditure is estimated at more than VND 97,500 billion, equivalent to 157% of the estimate. Public investment disbursement reached 44%, with the target of 100% disbursement for the whole year, economic growth reached 10.5%.
One of the province's development focuses is to develop a project to establish Hung Yen Free Economic Zone, aiming at a multi-industry model, integrated, investor-friendly, becoming the leading dynamic center in Southeast Asia. The project is based on the foundation of the former Thai Binh Economic Zone, with a long-term strategic vision, linking the economic development of the Northern coastal region.
The province proposed that the Central Government soon approve the policy of establishing a Free Economic Zone and applying specific mechanisms and policies; supporting investment capital for the Red River and Luoc River overpasses; allowing investment in the Diem Dien port to receive 200,000 tons of ships; adjusting land planning; removing difficulties in land acquisition, converting land use purposes, bidding, implementing key projects...

Deputy Prime Minister directs breakthrough development
Speaking at the meeting, Deputy Prime Minister Ho Duc Phoc highly appreciated Hung Yen's efforts and results after the merger, especially in maintaining high growth, stabilizing the budget, and synchronously implementing socio-economic programs.
The Deputy Prime Minister emphasized that Hung Yen has great potential for rapid and sustainable development: located in the center of the Northern Delta, conveniently connected with Hanoi, Hai Phong, Bac Ninh, with good transport infrastructure, fertile land, and long-standing cultural traditions.
The Deputy Prime Minister suggested that the province focus on developing high-tech industry, high-tech agriculture, attracting selective investment; at the same time, prioritizing investment in essential infrastructure, especially transportation and logistics. In addition to seaports, it is necessary to exploit the inland waterway port system well, promote the efficiency of freight transport, and create a chain of regional development linkages.
Regarding public investment, the Deputy Prime Minister requested the province to speed up disbursement progress, ensure the quality of works; at the same time, pay attention to social security work, poverty reduction, and support workers affected by administrative unit reorganization.
Regarding the Free Economic Zone, the Deputy Prime Minister noted that the province needs to choose a modern model, flexible policy mechanisms, and create long-term attraction for investors. At the same time, effectively implement Resolution 57-NQ/TW, in which science and technology are identified as strategic breakthroughs and foundations for transforming the growth model.
Regarding the operation of the two-level government, Deputy Prime Minister Ho Duc Phoc requested the province to reasonably arrange information technology staff at the commune level, associated with digital infrastructure investment; continue to streamline and streamline the apparatus.
At the end of the working session, the Deputy Prime Minister requested ministries and branches to closely coordinate with Hung Yen to resolve difficulties and problems related to planning, land, investment, bidding, infrastructure development, energy, and seaports, helping the province maximize its potential and actively contribute to the overall growth of the whole country.
