The Government decided on the growth targets of localities in 2026 and the 2026-2030 period.

The Government has just issued Resolution 169/NQ-CP dated June 27, 2026 on the growth targets of localities in 2026 and the 2026-2030 period to implement Conclusion No. 18-KL/TW of the Central Government, Resolution No. 25/2026/QH16 of the National Assembly and Resolution No. 109/NQ-CP of the Government.

In order to successfully implement the goal of striving for "double-digit" growth in 2026 and the 2026-2030 period, ensuring high, sustainable, and substantial economic growth, the Government requests the Chairmen of the People's Committees of provinces and cities to focus on directing the implementation of the following tasks:

Closely monitor and firmly grasp the developments of the growth situation in the area, closely coordinate, implement synchronously, comprehensively, and effectively the tasks and solutions set out in all fields; promote the spirit of solidarity and unity in direction and administration.

Have innovative and breakthrough thinking, drastic actions, and constantly improve the organizational capacity to implement and successfully complete the goals and growth targets of the locality in 2026 and the 5-year period 2026 - 2030 in the Appendix of this Resolution.

In which, closely monitor the developments of the international and regional situation, especially changes in policies of major economies affecting our country; improve the quality of analysis and forecasting, proactively advise and propose to the Government, Prime Minister, and competent authorities appropriate, timely, and effective response solutions.

Localities with growth rates reaching and exceeding the set scenario continue to strive for higher levels. Localities with growth rates lower than the set scenario or lower than the national average must urgently review and update the scenario; assess objective and subjective causes, fully identify bottlenecks, shortcomings, and limitations.

Closely follow the goals, requirements, and scenarios for operating "2-digit" economic growth in 2026 and the 5-year period 2026-2030, clearly identify new growth drivers and room to build breakthrough and feasible tasks and solutions to ensure the completion of the set goals.

Economic locomotive localities should further promote their leading and spreading roles, strive to achieve and exceed assigned targets, and contribute more to state budget revenue and overall economic growth of the country.

The Government also requests the Chairmen of the People's Committees of provinces and cities to urgently review and update scenarios and growth tasks of sectors and fields monthly and quarterly in the last months of 2026, ensuring the completion of the objectives in the appendix to this Resolution.

Proactively implement tasks and solutions according to their authority and research and propose specific mechanisms, policies, tasks, and solutions in cases exceeding their authority, send them to ministries and sectoral and field management agencies to coordinate handling according to their authority and report to competent authorities for issues exceeding their authority.

Report evaluating the implementation situation quarterly, updating the growth scenario (if any) according to each target and recommendations, proposing solutions to achieve the growth target, sent to the Ministry of Finance before the 25th of the last month of the quarter.
