This content is stipulated in Resolution No. 66/22/2026/NQ-CP on the development of digital citizens. This Resolution takes effect from August 15, 2026 to February 28, 2027.
Citizens are entitled to policies of exemption and reduction of fees and charges when using online public services and other policies according to legal regulations.
The Resolution stipulates that citizens who complete the integration of basic information and documents on the VNeID application and carry out administrative procedures that meet the prescribed conditions are exempted or reduced from the corresponding fees and charges of that administrative procedure.
The list of papers and essential information of citizens integrated and updated on the national identification application (VNeID) is specified in Appendix I issued with the Resolution.
Accordingly, in the field of civil status, the Ministry of Justice manages the issuance of papers/information including Birth Certificates; Marriage Registration Certificates, Criminal Record Information.
In the banking sector, the State Bank of Vietnam manages the issuance of documents/information: Bank Card Information/Payment Account/Electronic Wallet/Mobile Bank Account.
In the field of social security, the Ministry of Public Security manages the issuance of documents: Information on Social Security Accounts;
In the field of road traffic vehicle management, the Ministry of Public Security manages the issuance of documents: Driver's license; Vehicle registration certificate.
In the field of telecommunications and technology, the Ministry of Science and Technology manages the issuance of documents: Mobile subscriber number information.
In the field of medical examination and treatment, the Ministry of Health manages the issuance of documents: Electronic health record.
In the field of education and training, the Ministry of Education and Training manages the issuance of documents: Information on diplomas and certificates of the national education system;
In the field of land, the Ministry of Agriculture and Environment manages the issuance of documents: Certificates of land use rights, ownership of assets attached to land.
In the field of taxation, the Ministry of Finance manages the issuance of documents: Personal tax identification number information.
The Resolution stipulates that the national identification application is developed and expanded to provide digital utilities for citizens, with many main functions.
In which, accessing citizens' digital data; electronic identification and authentication; providing free public digital signature authentication services for individuals serving online public services and administrative procedures;
It is a platform to support the implementation of online public services and submit administrative procedure dossiers in the electronic environment; linking payment accounts, electronic wallets, bank cards, mobile money accounts on national identification applications to support public service payments, social security payments and other legal payment transactions.
At the same time, providing an official communication channel, ensuring safety, confidentiality, and effectiveness between people and the State, people and businesses, and people and people.
The managing agency, operating the electronic identification and authentication system and managing and developing the national identification application is the Department of Police for Administrative Management of Social Order - Ministry of Public Security.
The electronic identification and authentication system, the national identification application are invested and operated to ensure continuity and smoothness, meeting the requirements of handling large volumes of transactions.
The use of electronic identification accounts and electronic authentication services in the implementation of administrative procedures and online public services has legal value affirming that the subject has carried out and approved the transaction or procedure.
