This content is stipulated in Resolution No. 66/22/2026/NQ-CP on the development of digital citizens. This Resolution takes effect from August 15, 2026 to February 28, 2027.
Appendix II issued together with the resolution stipulates the exemption of essential fees and charges with high transaction frequency.
First, fees for registration and issuance of road motor vehicle license plates:
Currently, the fee level for issuing vehicle registration certificates and motor vehicle license plates is regulated as follows:
From 35,000 VND to 105,000 VND.
- Temporary allowance: From 35,000 VND to 105,000 VND.
Administrative procedures applying fees and charges include: Exchange of vehicle registration certificate, license plate (1. 013079); Re-issuance of vehicle registration certificate, license plate (1. 013080); Temporary vehicle registration (1. 013086).
Conditions for being exempt from fees and charges: Citizens complete the successful integration of vehicle registration certificates of vehicles and 5 types of basic information and documents as prescribed in Appendix I on the VNeID application; carry out registration for exchange, re-issuance, temporary registration of vehicles through online public services.
Second, driver's license fee:
Currently, the normal fee for renewing and re-issuing driver's licenses (national and international) is 150,000 VND.
Administrative procedures applying fees and charges include: Re-issuance of driver's licenses (3,000347); Re-issuance of driver's licenses or driver's licenses of foreigners (3,000351); Re-issuance of military driver's licenses issued by the Ministry of National Defense (3,000349); Re-issuance of driver's licenses of People's Police (3,000350); Re-issuance of driver's licenses (3,000348).
Conditions for being exempt from fees and charges: Citizens complete the successful integration of the Driver's License and 5 types of basic information and documents as prescribed in Appendix I on the VNeID application; register for renewal and re-issuance of driver's licenses through online public services.
Third, fees for issuing and renewing ID cards:
According to current regulations (50% discount is applied until December 31, 2026): Re-issuance from CCCD card to ID card: 15,000 VND/card (original price 30,000 VND). Re-issuance (other cases): 25,000 VND/card (original price 50,000 VND). Re-issuance: 35,000 VND/card (original price 70,000 VND).
Conditions for being exempt from fees and charges: Citizens using electronic identification accounts complete the integration of 5 types of basic information and documents as prescribed in Appendix I on the VNeID application; register for renewal and re-issuance of ID cards through online public services.
Fourth, residence registration fee:
- Direct/online payment level:
+ Registered permanent residence 20,000 VND/10,000 VND/time.
+ Registration, temporary residence extension: 15,000 VND/7,000 VND/time.
+ Registration, extension of temporary residence according to the list: 10,000 VND/5,000 VND/person/time.
Conditions for being exempt from fees and charges: Citizens using electronic identification accounts complete the integration of 5 types of basic information and documents as prescribed in Appendix I on the VNeID application; register for renewal and re-issuance of ID cards through online public services.
The types of fees and charges exempted also include: Fees for issuing passports, travel permits, exit permits, AB stamps; Fees for providing criminal record information; fees for exploiting and using information in the civil status database; fees for appraising dossiers for issuing land use right certificates; fees for exploiting and issuing copies of diplomas and certificates from the original book.
Appendix I stipulates the list of papers and essential information of citizens integrated and updated on the national identification application, including: Birth certificate; Bank card/Payment account/Electronic wallet/Mobile money account information; Social security account information; Mobile subscriber number information; Electronic health book; Driver's license; Vehicle registration certificate; Information on diplomas and certificates of the national education system; Certificate of land use rights, ownership of assets attached to land; Judicial record information; Personal tax identification number information; Marriage registration certificate.
