Continuing the 9th Session, on the morning of May 22, Central Party Committee member, Minister of Education and Training Nguyen Kim Son, authorized by the Prime Minister, presented the Draft Resolution of the National Assembly on popularizing preschool education for preschool children from 3 to 5 years old.
Immediately afterwards, Chairman of the National Assembly's Committee on Culture and Society (VHXH) Nguyen Dac Vinh presented the Report on the review of the draft Resolution.
Clearly identify the number of positions that need to be supplemented
Regarding the necessity of the Resolution, the National Assembly's Committee of Social Affairs found that the promulgation of the Resolution in order to institutionalize the Party's views and policies, especially the Resolution No. 42-NQ/TW of the 8th Conference of the XIII Party Central Committee.
At the same time, create conditions for children aged 3 to 5 to go to school, in order to develop comprehensively, preparing children for first grade.
"This is an important step forward in realizing education fairness, clearly demonstrating the responsibility of the State in caring for the future of the young generation", Chairman of the National Assembly's Social Insurance Committee Nguyen Dac Vinh assessed.

Regarding the implementation resources, the Committee said that, in order to accomplish the universalization of preschool education for kindergarten children from 3 to 5 years old by 2030, it is necessary to have synchronous solutions on infrastructure, teachers and financial resources ... In which, the teachers, according to the impact assessment report shows that the total number of payrolls missing up to 2030 is 47,949. The number of political staff has agreed to supplement the period of 2022 - 2026 is 26,522 payroll/65,980 teachers.
Thus, the number of positions that need to be supplemented in the 2026-2030 period is 21,427 targets.
However, according to the Social Culture and Social Affairs Committee, the explanation reported the opinion of the Standing Committee of the National Assembly, showing that the total needs of teachers who need to supplement is 63,897 teachers (of which, the number of teachers who need to supplement to ensure the ratio of norms is 47,397 teachers; the number of lack of supplementary teachers for public schools to implement universal is 16,500 teachers).
"Thus, the number of positions that need to be added in the 2026 - 2030 period is 37,375 positions. The Committee requests the drafting agency to clarify the above figures," suggested Chairman of the National Assembly's Social Insurance Committee Nguyen Dac Vinh.
The report reviewing the draft Resolution also stated that there were opinions suggesting that the drafting agency supplement solutions to promote the socialization of education to reduce the pressure of investing in teachers and facilities from the state budget.
Clarifying the infrastructure investment plan
According to the draft Resolution, the total estimated cost to implement universal preschool education for 3 to 5 years (2026 - 2030) is 116,314.1 billion VND.
Of which, the total investment cost for the construction of schools, classrooms, additional equipment, equipment, equipment, and toys to ensure minimum conditions according to regulations is VND 91,872.5 billion.
Regarding this content, the reviewing agency believes that the drafting unit needs to determine a roadmap for each school year in the period of 2026 - 2030. This roadmap needs to be specifically regulated in the project to have a basis for planning to prepare conditions to ensure, such as: building schools and classes; funding for building schools and classes according to the annual project...
There are opinions suggesting that the drafting agency express its views on choosing a proposed plan for consideration and decision by the competent authority.
Report No. 279/BC-CP dated April 26, 2025 of the Government proposes 2 options for the need to invest in minimum teaching facilities and equipment for the period 2026-2030.
Option 1 proposes that the total budget to ensure the implementation of the Resolution (only adding less classrooms and minimum teaching equipment) is VND 52,598.5 billion.
The two proposed options (investing in building new shortage classrooms, replacing temporary classrooms, degraded level 4, adding functional classrooms, and adding minimum teaching equipment) are VND 91,872.5 billion.
The Social Insurance Committee also recommends that the drafting agency carefully assess the funding source for implementing the Resolution to ensure feasibility, in accordance with the ability to balance the state budget, especially in localities with difficult conditions.
At the same time, it is recommended that the Government consider allocating funding sources to implement the Resolution supported by the central budget in addition to the total state budget expenditure on education and training according to the provisions of the Law on Education.
