Proposal to popularize preschool education for preschool children aged 3 to 5
Continuing the program of the 9th Session of the 15th National Assembly, on the morning of May 22, Minister of Education and Training Nguyen Kim Son, authorized by the Prime Minister, presented a draft Resolution of the National Assembly on popularizing preschool education for preschool children from 3 to 5 years old.
Minister Nguyen Kim Son said that every year, there are over 5.1 million preschool children. Of which, 4,556,771 children of preschool age from 3 to 5 years old are cared for, cared for and educated at 15,256 kindergartens and 17,444 independent preschools; the rate of mobilizing children in kindergartens reached 34.6%, the rate of mobilizing children in kindergartens reached 93.6%.
However, preschool education still faces many difficulties and challenges such as: A large number of preschool children from 3 to 4 years old (mainly children in disadvantaged areas, children from vulnerable groups) have not had access to preschool education, creating unfairness in access to education.
Conditions to ensure the quality of preschool education are still poor. Current policies for preschool children, teachers, educational institutions, investment mechanisms, and policies on socialization of education are still limited, not meeting the requirements for preschool education development.
Currently, the Law on Education only regulates the popularization of 5-year-old children, to implement the popularization of preschool education, it is necessary to amend and supplement the Law on Education.
However, amending the Law requires time for a comprehensive assessment to resolve many complex contents, while the requirement to complete the goal of popularizing preschool education set out in Resolution No. 42-NQ/TW "by 2030, popularizing preschool education for preschool children aged 3 to 5", Conclusion No. 91-KL/TW requires "S step by step implementing popularizing preschool education for children aged 3 and 4 years".
Therefore, the issuance of the National Assembly Resolution at this time is a very necessary and urgent plan; both implementing the Central Resolution and being a requirement of reality.
Increasing support for children, teacher incentives
The draft Resolution consists of 6 Articles. The content of the regulation on popularizing preschool education for preschool children from 3 to 5 years old, applied to learners who are children aged 3 to 5 years old in preschools (excluding foreign-invested preschools) and related organizations and individuals.
According to the Draft Resolution, the contents that need to be specifically regulated in the mechanism and policies include:
Invest in developing a network of schools and classes; minimum teaching facilities and equipment;
Ensure the preschool teacher team according to the prescribed norms;
Ensure adequate operating funding for public preschools;
Supplement and amend policies for children; teachers, managers, and preschool staff;
Breakthrough policy on investment in developing preschool education; prioritizing the development of preschool education in mountainous areas, ethnic minority areas, islands, border areas, coastal beaches, areas with difficult and especially difficult socio-economic conditions, areas with industrial parks and export processing zones;
Research and develop policies to encourage socialization and policies to develop preschool education in accordance with the provisions of law.
