On April 8, the Committee for Science, Technology and Environment (KHCNMT) held a preliminary review meeting on the draft Law on Atomic Energy (amended).
At the meeting, Deputy Minister of Science and Technology Bui The Duy said that the draft law has closely followed the 4 policies that have been basically agreed upon by the Government.
Including promoting the development and socialization of the application of nuclear energy; ensuring radiation safety, nuclear safety and security, decentralization in State management.
Up to this point, the content of the draft Law can be submitted to the National Assembly for consideration and approval in one session.
On behalf of the reviewing agency, National Assembly delegate working full-time at the Committee for Science, Technology and Environment Vuong Quoc Thang affirmed that the Standing Committee of the Committee for Science and Technology and Environment basically agreed with the necessity of promulgating the Law on Atomic Energy (amended) as proposed by the Government.
Some opinions say that the draft Law stipulates many policies on nuclear energy application strategy, development planning, scientific research and technology development, human resource training and development, investment socialization and international cooperation.
However, to ensure feasibility and practicality, delegates suggested that the drafting agency study and specify these policies, especially regarding the organization and implementation, the role of the National Atomic Energy Development and Application Council.
Regarding nuclear safety and security, many delegates proposed to clarify this decentralization according to the scale, location, and role of nuclear power projects. For particularly important projects of great significance in terms of national defense, security, foreign affairs, and economy, it is necessary to assign the National Assembly to decide.
In addition, it is necessary to review the provisions in the Law on investment, public investment and other laws to ensure consistency in the legal system.
To make the Law feasible, Central Party Committee member and Vice Chairman of the National Assembly Le Minh Hoan suggested that the drafting agency and the draft Law review agency accept the opinions of the delegates.
At the same time, clarify the concept and scope of regulation of the draft Law on Atomic Energy (amended) to facilitate research, create development space for fields, and develop the socio-economy; facilitate businesses to participate in implementation.
