On March 19, Politburo member and Prime Minister Pham Minh Chinh chaired a thematic Government meeting on law-making in March 2025 to discuss and give opinions on 6 draft laws and proposals for law-making.
Regarding the draft Law on Atomic Energy (amended), the Prime Minister stated that it is necessary to continue reviewing the mechanisms and policies in Resolution 189/2025/QH15 of the National Assembly on a number of mechanisms and policies for special investment in the construction of the Ninh Thuan nuclear power project to legalize.
Along with that, refer to and inherit the achievements of humanity; Vietnammarize international and national regulations that can be applied in accordance with Vietnam's conditions.
Regarding the draft Law on Science, Technology and Innovation, the Prime Minister emphasized that scientific research and innovation have no limits.
The Prime Minister said that it is necessary to open up space for creativity, encourage innovation, accept risks and delays; apply a controlled testing mechanism; encourage innovation in both the public and private sectors for people to innovate and innovate.
Regarding the proposal to develop the Law on Enterprises (amended), the Prime Minister emphasized the spirit of removing and untieing enterprises, creating motivation for enterprises to develop as much as possible, the stronger the better, including private enterprises.
According to the Prime Minister, it is necessary to improve the safe, transparent, manageable but developmentable legal framework, with the orientation of controlling output and strengthening post-inspections.
Administrative procedures must be simple for businesses to register to establish, enter the market quickly and when needed, withdraw quickly.
There are mechanisms and policies for developing businesses quickly and sustainably, both increasing quantity and improving the quality of businesses, creating conditions for businesses to grow strongly, participate in global supply chains, pioneering in science and technology, innovation, contributing to the country, ensuring social security.
Regarding the draft Law on Energy-saving and efficient Use, the Prime Minister proposed to review to make the scope and subjects of adjustment broader, including the 5 stages of power source, electricity load, use, distribution and electricity price; including production, business and consumption entities.
Speaking at the general conclusion of the meeting, Prime Minister Pham Minh Chinh affirmed that it is necessary to resolutely abandon the thinking of banning if you can't manage it. The law stipulates in a framework direction, with principles, standards, and criteria, only regulating issues under the authority of the National Assembly.
As for issues under the authority of the Government, it is proposed to assign the Government to provide detailed regulations to ensure the stability of the law and ensure the Government's initiative in management and operation.
Promote decentralization and delegation of power as much as possible, along with resource allocation, improve implementation capacity in the spirit of "locality decides, locality does, locality is responsible".
Output management, promoting proactiveness, flexibility and creativity of all levels, reducing the focus on work to superiors and central agencies.
The head of the Government also requested to urgently develop and submit laws and resolutions to serve the arrangement of the administrative apparatus at all levels, ensuring continuity in the operation of the agency.
