According to the National Assembly Chairman, despite facing many difficulties in the past term, the Party Committee, government and people of Can Tho City, Hau Giang Province and Soc Trang Province (formerly) have achieved important achievements.
Economic scale reached more than 312,600 billion VND, average growth of 7.41%/year, GRDP per capita reached nearly 97 million VND, budget revenue exceeded 105 trillion VND. In new rural areas, the poverty rate has decreased to 0.74%. Important transport infrastructure such as bridges, seaports, and international airports have been expanded; education and training continue to play a central role in the region, improving high-quality health care. Social security is guaranteed, science and technology and international integration have made new strides. Social policy is stable, national defense and security are solid, and Party building work is promoted.
The National Assembly Chairman frankly pointed out the limitations: the work of building the Party and the political system is not yet available; a number of cadres and party members are still limited in capacity; the economy has not developed commensurate with potential; some targets have not been achieved, specific policies and mechanisms have not been promoted, administrative reform and public investment disbursement are still slow, infrastructure lacks connectivity; human resources in science and technology are still limited. He suggested that the Congress focus on discussing and clarifying the causes, especially subjective causes, to find effective solutions.
Appreciating the special advantages of Can Tho in terms of transportation, seaports, river culture, dynamic and affectionate people, the National Assembly Chairman emphasized the requirement for the city to be comprehensive and higher than other localities. To contribute to the implementation of the goal of celebrating the 100th anniversary of the Party's founding by 2030, turning the country into a developing country with modern industry and high average income. By 2045, the 100th anniversary of the founding of the country, becoming a developed, high-income country, the City Party Committee must have a vision beyond one term. Can Tho must choose the right way and step for each stage, towards the goal of long-term, sustainable development.
To realize this, the National Assembly Chairman outlined 5 orientations. First of all, it is necessary to build a clean and strong Party and political system, ensure solidarity and unity, consider cadres as the "cradle of all work", cadre work as the "key of the key"; select, train, and arrange the right people and the right jobs, while tightening discipline, resolutely preventing and combating corruption and negativity. Overcome the weaknesses and shortcomings in the past term.
Second, operate the two-level government smoothly and synchronously; reform administration, decentralization, and delegation of power clearly; continue to improve the work of cadres in the missing positions; attract talented people to contribute to the city; proactively review, adjust, and arrange "right people, right jobs, right expertise, and profession", certainly not leaving a shortage of cadres, especially commune-level cadres.
Third, drastically implement 7 important resolutions issued by the Politburo in the past 9 months. Research and recommend the Central Government to summarize Resolution 59 on the construction and development of Can Tho City to 2030, with a vision to 2045 and Resolution 45 of the National Assembly; proactively study and propose amendments and supplements to Resolution 45 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Can Tho City. Promote science - technology, digital transformation, artificial intelligence, build the city into a scientific research center of the region.
Fourth, economic development associated with regional linkages, environmental protection, climate change response; exploiting the advantages of international airports, seaports, and highways; building Can Tho into a center for logistics, high-tech processing industry, services, finance, education, healthcare, science and technology; developing unique tourism, promoting the brand "Can Tho - river city"; exploiting the cultural identity of rivers and waterways, becoming an international destination.
Fifth, closely combine economic and social development with strengthening national defense and security, proactively responding to non-traditional security challenges, stably maintaining stability for sustainable development.
The National Assembly Chairman emphasized the core role of the Vietnam Fatherland Front and socio-political organizations in promoting the strength of national solidarity. In the immediate future, closely coordinate with the People's Council and the City National Assembly Delegation to prepare well for the election of the 16th National Assembly and People's Councils at all levels for the 2026 - 2031 term.
