On the morning of June 5, the National Assembly Standing Committee gave its opinion on the draft Law amending and supplementing a number of articles of laws in the fields of national defense and security.
One of the notable contents in the draft law is to amend and supplement a number of provisions of the Law on Professional Soldiers, Workers and National Defense Officials.
The amendment is related to the arrangement of the apparatus of the political system on the organization of local government at 2 levels.
Accordingly, transferring the authority from the commander of the district military command to the commander of the regional defense command to decide the quota for professional military personnel to expire or no longer have enough health to serve in the reserve rank due to no district level.
The draft law also amends and supplements a number of provisions of the Law on Military Service
The revised content has 3 major contents. Firstly, transferring the authority of the district level to the provincial level for the following tasks: establishing the Military Service Examination Council; decide on the list of citizens calling for enlistment, fulfilling obligations to participate in the People's Police, the list of postponement and exemption from enlistment; recognize citizens to fulfill their military service in the army in peacetime; Organize the handover of troops to the units (the delivery ceremony of the army performed at the regional defense command).
Second, transfer the authority of the district level to the commune level for a number of tasks: Checking the health of non-commissioned officers and reserve soldiers; issuing an order to call each citizen: Register for initial military service, preliminary selection and health examination for military service, call-up for military service and performing the duty to join the People's Public Security.
Thirdly, transferring the authority of the district military command to the regional defense command decided: to be removed from the list of military service registration, quota for non -commissioned officers, reserve soldiers and take the main responsibility in the organization of the military delivery ceremony, receive the handover of non -commissioned officers and soldiers to fulfill their obligations in the army.
The Draft Law also amended and supplemented a number of provisions of the Law on Reserve forces. In which, transferring the authority to register the ownership of inland waterway vehicles, road motor vehicles ... from the district People's Committee to the provincial People's Committee.
The transfer of authority from the district level to the commune level in building a reserve force to encourage according to the targets of the Chairman of the Provincial People's Committee.
The transfer of the authority to organize activities for reserve soldiers to hold the position of commander of reserve units is encouraged from the district-level People's Committee to the regional defense command board.
Transfer some tasks from the Chairman of the District People's Committee to the Provincial People's Committee or the Regional Defense Command in concentrating, transporting, and handing over reserve forces for encouragement.
At the same time, the draft amended and supplemented a number of provisions of the Civil defense law. Transfer a number of tasks from the district People's Committee to the People's Committee of the commune in the application and command of forces in civil defense.
Supplement the tasks of the regional Defense Command in advising the provincial Civil Defense Command to direct the commune-level Civil Defense Command in organizing, directing and operating civil defense in the management area.
