In the second session, the National Assembly will consider the project to merge provinces and conduct questioning and vote to pass 34 laws and 21 resolutions.

On the afternoon of May 29, Politburo member and National Assembly Chairman Tran Thanh Man delivered a speech concluding the first phase of the 9th Session of the 15th National Assembly after 22 working days.

The National Assembly Chairman said that after 22 working days with a spirit of urgency, democracy, and high responsibility, the National Assembly has completed the first phase of the 9th Session.

Most of the contents of the session have been discussed and commented on by the National Assembly to serve as a basis for the agencies to revise and improve.

At the same time, the National Assembly voted to approve 8 resolutions to deploy the amendment and supplement of a number of articles of the 2013 Constitution, prepare for the election of the XVI National Assembly deputies and People's Council deputies at all levels for the term 2026-2031 and decide many important and urgent contents to immediately deploy the Resolutions of the Politburo.

The National Assembly acknowledged and appreciated the sense of responsibility, elaborate and serious preparation of the Government, the Central Committee of the Vietnam Fatherland Front, the agencies of the National Assembly, the Supreme People's Court, the Supreme People's Procuracy and the concerned agencies, the enthusiasm, intelligence and responsibility of the National Assembly deputies.

The National Assembly Chairman stated that in the second session of the upcoming session, the National Assembly will focus on reviewing the remaining contents of the session, including very important tasks.

The National Assembly continues to discuss for the second time and consider approving the amendment and supplementation of a number of articles of the 2013 Constitution, considering the project to merge provincial-level administrative units, conducting questioning and answering questions, voting to pass 34 laws and 21 resolutions.

The Government and agencies are urgently completing the dossier on some urgent important contents that are expected to be supplemented by the National Assembly's program in the second session if eligible.

The National Assembly Chairman suggested that National Assembly deputies continue to promote their intelligence and high sense of responsibility, spend maximum time between the two sessions to continue studying documents, listening to the opinions of the people, aspirations, and recommendations of the people and voters to reflect and participate in the second session of the session.

Previously, the Government issued Resolutions approving the dossier of the provincial-level administrative unit (ADU) arrangement project in 2025 and Resolution approving 34 dossiers of the Commune-level ADU arrangement project in 2025 submitted by the Ministry of Home Affairs.

According to the consensus in localities, the whole country "fulfills" the plan to arrange and merge provincial-level administrative units into 34 provinces and cities, including 6 centrally-run cities (Hanoi, Hai Phong, Hue, Da Nang, Can Tho and Ho Chi Minh City) and 28 provinces (Lai Chau, Dien Bien, Son La, Lang Son, Cao Bang, Tuyen Quang, Lao Cai, Thai Nguyen, Phu Tho, Bac Ninh, Hung Yen, Ninh Binh, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Quang Ngai, Gia Lai, Khanh Hoa, Lam Dong, Dak Lak, Dong Nai, Tay Ninh, Vi Long, Dong Thap, Ca Mau Giang).

Of which, 11 provinces and cities do not implement the arrangement, there are 10 provinces that meet the prescribed standards: Hanoi, Hue, Lai Chau, Dien Bien, Son La, Lang Son, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh. One province that does not meet the standards but has a special factor should keep it Cao Bang.

On the morning of June 11, the Minister of Home Affairs, authorized by the Prime Minister, will present the Proposal to merge provincial-level administrative units. On June 17, the National Assembly voted to pass the National Assembly Resolution on merging provincial-level administrative units.
