This afternoon (November 13), the 16th Hanoi People's Council, term 2021-2026, will hold a thematic session (the 27th session) to review and decide on a number of contents under the authority of the City People's Council.
Accordingly, it is expected that at the meeting, the delegates of the City People's Council will consider and approve the investment policy for the project to invest in the construction of a road connecting Gia Binh airport with Hanoi Capital under the public-private partnership (PPP) method, Construction - Transfer (BT) contract type;
Approving the investment policy for the project to invest in the construction, renovation and reconstruction of parks on both sides of the To Lich River under the public-private partnership (PPP) method, Construction - Transfer (BT) contract type;
Approving the adjustment of the investment policy for the Tran Hung Dao bridge construction investment project; the unification of the assignment of the Thai Nguyen Provincial People's Committee as the competent authority to implement the CT.07 expressway Complete Construction Investment project under the Hanoi - Thai Nguyen section under the PPP form.
The meeting is expected to consider and issue a resolution on the content of tuition fees and tuition compensation for public preschool and general education institutions, tuition support levels for children and students studying at private and public preschool and general education institutions in Hanoi.
Along with that, it is necessary to consider and issue a resolution to adjust and supplement a number of regulations on decentralization of revenue sources and expenditure tasks between budget levels of Hanoi city as prescribed in Resolution No. 28/2025/NQ-HDND dated September 29, 2025 of the City People's Council.
The City People's Council also decides on the number of full-time City People's Council delegates; decides on the number, names, and scope of responsibilities of the Committees of the Hanoi City People's Council; perform personnel work under the authority of the City People's Council.
