On July 24, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired the Government's thematic meeting on law making in July 2024 - the 6th legal thematic meeting in 2024.
According to the Government Office, the meeting discussed 5 important contents including 2 proposals to develop the Emergency Law and the Law on Science and Technology (amended); 2 projects: Electricity Law (amended), Employment Law (amended); Project on investment policy for high-speed railway on the North - South axis.
Speaking at the opening ceremony, Prime Minister Pham Minh Chinh clearly stated that institutional breakthrough is a major policy of our Party and State.
The Government attaches great importance to this work and from the beginning of its term until now, the Government has organized 27 thematic meetings on law making; commented, reviewed, and approved more than 100 proposals to develop laws and draft laws, submitted to the National Assembly for consideration, and passed more than 60 laws and resolutions.
In 2024 alone, the Government has organized 5 thematic meetings on law development, giving opinions and approving 26 proposals to develop laws, resolutions, and draft laws.
Prime Minister Pham Minh Chinh clearly stated the requirement to prevent and combat corruption and negativity in the development of legal documents; Cut down and simplify administrative procedures, end the "ask - give" mechanism, reduce troubles and compliance costs for agencies, people and businesses.
The Prime Minister reiterated the request for ministers and heads of ministerial-level agencies to directly lead and direct the work of institution building; Regularly review and consider problems and issues that arise in practice, new issues, and issues that require legal regulations to contribute to building a socialist rule-of-law state.
At the same time, invest resources in institution building work; ensure conditions for materials, documents, and other necessary equipment; Arrange qualified, capable, highly responsible, passionate, and emotional staff for their work; Encourage innovation, initiatives and prioritize appropriate policies for officials involved in law making.
The Prime Minister directed that after the first 6 months of 2024 and 3 years of this term, ministries and branches need to consider which officials from the beginning of the term until now have excellent achievements in institution building to recommend unexpected rewards; The Ministry of Home Affairs pays attention and guides this work.
Besides, those who have not done well must be reviewed and reminded; Anyone who violates must be punished; ensure fairness, transparency, objectivity and equality.
Also at this meeting, the Government discussed the Project on high-speed railway investment policy on the North - South axis to submit to competent authorities for consideration and decision. The Politburo issued Conclusion 49-KL/TW dated February 28, 2023 on the development orientation of Vietnam's railway transport to 2030, with a vision to 2045.
The head of the Government emphasized that this is a big and important matter and must get opinions from Government members before submitting it to competent authorities for implementation.
The Prime Minister asked delegates to focus on discussing important issues, but different opinions need to be discussed and consulted by the Government. Ensure the progress and quality of the meeting with the spirit of "clear people, clear tasks, clear responsibilities, clear implementation time, clear effectiveness, clear products", thereby making it easier to check, monitor and urge , Emulation and Reward.
