On December 12, in Hanoi, Prime Minister Pham Minh Chinh chaired the second meeting of the Steering Committee on streamlining the Government apparatus.
According to the report, implementing the request of the Central Steering Committee on summarizing Resolution 18-NQ/TW, the Government, ministries, ministerial-level agencies, and agencies under the Government have urgently deployed the restructuring of the apparatus towards streamlining, effective and efficient operations.
Up to now, ministries, ministerial-level agencies, and government agencies have basically completed the planned organizational restructuring.
The Steering Committee has issued a plan to guide the arrangement and streamlining of the Government's organizational apparatus. Ministries, ministerial-level agencies, and Government agencies have also reduced at least 15-20% of internal organizational units.
At the meeting, delegates discussed the regime and policies for cadres, civil servants and public employees in the organizational arrangement of the political system; the management of public finance, assets, and public investment projects in the organizational arrangement of the political system; the arrangement of state-owned enterprises, etc.
On that basis, the Steering Committee will complete and submit to the Politburo and the Central Steering Committee a summary of the implementation of Resolution No. 18-NQ/TW.
Concluding the meeting, Prime Minister Pham Minh Chinh requested that the conclusion of this meeting be announced to ministries, branches and agencies to serve as a basis for continuing to perfect the projects of ministries, branches and agencies, under the direction of the assigned Deputy Prime Ministers.
The Prime Minister requested that it is necessary to continue to do well in ideological work, with the viewpoint that ideology must be clear, determination must be high, efforts must be great, actions must be drastic, implementation must be synchronous, ensuring progress according to the direction of the Central Committee; Promoting responsibility, promoting national and ethnic interests above all, first of all, choosing options suitable to Vietnam's conditions and circumstances, with reference to international experience.
Along with giving opinions on a number of specific contents and issues, the Prime Minister stated that while streamlining the apparatus, it is necessary to improve effectiveness and efficiency; functions and tasks must not be abandoned, and some tasks must even be strengthened.
The head of the Government also requested to reduce the number of focal points, reduce intermediaries, reduce procedures, strengthen the grassroots, eliminate bureaucracy and subsidies, increase digital transformation, reduce direct contact, reduce petty corruption, and reduce harassment for people and businesses.
In particular, in the process of perfecting, arranging, and streamlining the apparatus, it is necessary to fight against "lobbying", against personal interests, and eliminate the mechanism of asking for and giving.
Along with doing a good job of ideological work, it is necessary to continue researching the regime and policies in the spirit of ensuring the legitimate rights and interests of workers, cadres, civil servants and public employees and having a suitable transition period. In the process of arranging and streamlining the apparatus, tasks must still be promoted and completed.
For state-owned corporations and groups, the Prime Minister directed the classification of enterprises and plans to ensure state management and promote the efficiency of enterprises' operations; at the same time, continue to improve related laws in the direction of promoting decentralization, delegation of authority, and assigning more responsibilities to enterprises.
The Prime Minister assigned the Ministry of Home Affairs to continue guiding and supporting ministries and agencies to complete the project; on that basis, complete the Government's general project to submit to competent authorities, ensuring time and quality according to the requirements of the Central Steering Committee.
