The Resolution of the 14th Party Congress established a strategic vision to bring the country into the "Easter of national rise", in which institutional breakthroughs and resource unlocking are key driving forces.
At the group discussion session of the National Assembly on April 21, information from Politburo Member, Prime Minister Le Minh Hung exchanging about the expected proposal to raise the threshold for VAT and personal income tax for business households from 500 million VND to 1 billion VND immediately became the focus of public attention.
In the context of the economy striving to recover from geopolitical fluctuations and global inflationary pressures, this policy is like a "cool breeze" blowing into the community of more than 4 million business households nationwide.
The Government's urgent direction to the Ministry of Finance to study and propose adjustments immediately at the First Session is a vivid proof of the spirit of "Government action". This is a timely and sharp policy response, showing a receptive attitude, listening to voices from production and business practices.
On April 24, with more than 93% of delegates in favor, the National Assembly finalized the revenue threshold of 500 million VND subject to tax for business households, assigned the Government to adjust and the expected level to be 1 billion VND per year. Expanding the tax threshold is understanding the feelings of people and businesses, creating an important psychological boost for millions of business households to feel protected and nurtured by the State instead of imposing administrative barriers.
Action spirit, decisiveness
At the First Session, directing key tasks for the 2026-2030 period, Prime Minister Le Minh Hung affirmed that it is necessary to unify thinking, awareness, aspirations and actions to achieve the double-digit economic growth target.
Ministers, heads of sectors, chairmen of provincial-level People's Committees and request secretaries and standing committees of provincial and city Party committees to focus on leading and directing drastically in the spirit of "Choosing right - Deploying quickly - Doing it thoroughly - Measuring by results and directly taking responsibility for implementation results" - the Prime Minister emphasized.
To create a breakthrough, the budget expenditure structure is strongly adjusted: The proportion of development investment expenditure increases to 40% of total state budget expenditure. At the same time, the Government tightens public investment management by cutting at least 30% of the number of projects using budget capital (both central and local) compared to the previous period, in order to concentrate resources and avoid the situation of spreading investment.
For an economic machine to operate at a growth rate of over 10%, the prerequisite is synchronization and steel discipline in the administrative apparatus.
The Government will amend the working regulations in the direction of requiring agencies to present both draft decrees and circulars at the same time when submitting draft laws. This is not just a technical adjustment, but contains an important shift in thinking in building and organizing law enforcement.
Continuously at working sessions with the Ministry of Industry and Trade, the Ministry of Education and Training, the Ministry of Culture, Sports and Tourism, the National Conference on promoting the allocation and disbursement of public investment capital in 2026... The Prime Minister requested timely replacement of officials who do not complete their tasks and do not ensure the quality of work.
Continuing the drastic spirit of the Prime Minister, specific legal solutions have been submitted by the Government to the National Assembly to definitively remove the "bottlenecks" that are hindering the flow of resources. Institutions are not only management tools but must become levers for breakthroughs.
