At the first session, the 17th City People's Council, term 2026 - 2031, will elect the positions of the People's Council, People's Committee, and People's Assessors of the City People's Court; consider, evaluate, and approve contents under its authority, according to regulations.
Accordingly, Mr. Le Van Hieu was re-elected Chairman of Hai Phong City People's Council for the 2026-2031 term. Mr. Dao Trong Duc, Bui Duc Quang and Nguyen Huu Toan continued to be elected as Vice Chairmen of the City People's Council.
Mr. Do Thanh Trung, Deputy Secretary of Hai Phong City Party Committee, was elected to hold the position of Chairman of Hai Phong City People's Committee for the 2026-2031 term with 100% of the votes in favor.
6 Vice Chairmen of the City People's Committee will continue to be elected to hold positions for the 2026-2031 term, including: Mr. Le Anh Quan, Vu Tien Phung, Tran Van Quan, Le Trung Kien, Hoang Minh Cuong, Nguyen Minh Hung.
Mr. Do Thanh Trung - the new Chairman of Hai Phong City People's Committee, was born in 1976, native of Binh Dinh province (now Gia Lai province).
Regarding his work process, from 2010 - 2014, Mr. Do Thanh Trung held the position of Head of the Central Highlands Department, under the Department of Local and Territorial Economy, Ministry of Planning and Investment.
From 2014-2018, Mr. Do Thanh Trung was Head of the General Department of the Department of Local and Territorial Economy. After that, he held the position of Deputy Director of the National Economic General Department; followed by the Deputy Director in charge of the National Economic General Department, Ministry of Planning and Investment.
In June 2020, Mr. Do Thanh Trung was appointed Director of the National Economic General Department.
On March 13, 2023, Mr. Do Thanh Trung was appointed Deputy Minister of Planning and Investment.
On February 19, 2025, in Decision No. 333/QD-TTg, the Prime Minister transferred and appointed Mr. Do Thanh Trung - Deputy Minister of Planning and Investment to hold the position of Deputy Minister of Finance.
On March 16, 2026, Mr. Do Thanh Trung, Member of the Standing Committee of the Party Committee, Deputy Minister of Finance, was transferred and appointed to participate in the Executive Committee, Standing Committee of the City Party Committee and hold the position of Deputy Secretary of Hai Phong City Party Committee, term 2025 - 2030.
