Government increases the standard of preferential allowances for people with meritorious services to the revolution

Decree No. 321/2026/ND-CP of the Government stipulates increasing the standard level of preferential allowances for people with meritorious services to the revolution from 2,789,000 VND to 3,012,000 VND.

The Government issued Decree No. 321/2026/ND-CP stipulating the level of benefits, allowances and preferential regimes for people with meritorious services to the revolution.

Subjects of application according to the provisions of Article 2 of the Ordinance on Preferential Treatment of People with Meritorious Services to the Revolution No. 02/2020/UBTVQH14.

The Decree stipulates increasing the standard level of preferential allowances for people with meritorious services to the revolution from 2,789,000 VND to 3,012,000 VND.

The above standard level serves as the basis for calculating the level of allowances, subsidies and preferential regimes for people with meritorious services to the revolution and relatives of people with meritorious services to the revolution. The levels specified according to the standard level in this Decree are adjusted when the standard level is adjusted and rounded up to thousands of VND.

The Decree specifically stipulates the level of benefits and preferential allowances for each subject as follows:

- Monthly allowance and preferential allowance levels for people with meritorious services to the revolution and relatives of people with meritorious services to the revolution.

- Monthly preferential allowance level for wounded soldiers, people enjoying policies like wounded soldiers.

- Monthly preferential allowance level for type B wounded soldiers.

- The level of one-time preferential allowance for people with meritorious services to the revolution and relatives of people with meritorious services to the revolution.

The Decree clearly states that in case the one-time allowance level is calculated based on seniority, after the number of years of participating in the resistance war, participating in the war to protect the country or performing international duties has been rounded, if there are still odd months, the number of odd months is rounded according to the principle: from 6 months to less than 12 months is calculated as 1 year, less than 6 months is calculated as 6 months.

In case the date and month of commencement of resistance activities cannot be determined, it is calculated from July 1 of that year.

In addition, the Decree also stipulates preferential regimes for people with meritorious services to the revolution, including: Health insurance; health recovery nursing; support for assistive devices, orthopedic instruments, necessary rehabilitation facilities and equipment; support for education incentives at educational institutions under the national education system to university level; support for visiting martyrs' graves; support for moving martyrs' remains; support for martyrs' graves and monuments; identification of martyrs' remains and other regimes.

The Decree stipulates the implementation of health insurance contributions according to the provisions of law on health insurance for people with meritorious services to the revolution, relatives and servants of people with meritorious services to the revolution according to the provisions of Ordinance No. 02/2020/UBTVQH14.

Home health recovery nursing: The expenditure level is 0.9 times the standard level/person/time and is paid directly to the beneficiary.

Concentrated health recovery nursing: The expenditure level is 1.8 times the standard level/person/time. The expenditure content includes:

- Food expenses during convalescence;

- Essential medicines;

- Gifts for the recipient;

- Visiting (travel expenses, entrance tickets)

- Other expenses directly serving the subject during the nursing period (maximum expenditure level of 10% of the centralized health recovery nursing expenditure level), including: face towels, soap, toothbrush, toothpaste, photography, health consultation, rehabilitation, newspapers, cultural, artistic, sports activities and other expenses serving the nursing subject.
