3 ordinances announced at the press conference include: Ordinance amending and supplementing a number of articles of the Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution; Ordinance on Order and Procedures for People's Courts to consider and decide on sending drug addicts from 12 to under 18 years old to compulsory detoxification; Ordinance amending and supplementing a number of articles of the Ordinance on Procedural Expenses.
Providing information on the Ordinance amending and supplementing a number of articles of the Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution, Deputy Minister of Home Affairs Nguyen Thi Ha said 3 basic objectives of amending the ordinance.
The first is to promptly amend regulations that are no longer suitable for the organizational structure, remove difficulties and obstacles in recognizing and implementing preferential policies in the past.
Second, ensure the goal of continuing to comprehensively care for the health, material and spiritual life of people with meritorious services to the revolution and relatives of people with meritorious services to the revolution; ensure that the living standards of people with meritorious services to the revolution are from average to fairly good compared to the living standards of the residential community where they reside.
Third, preferential regimes for people with meritorious services to the revolution and relatives of people with meritorious services to the revolution are identified and adjusted to suit the socio-economic conditions of the country in each period.
According to Deputy Minister Nguyen Thi Ha, the amendment and supplementation of this Ordinance is of particularly profound significance and demonstrates the responsibility, concern, and gratitude of the Party, State, and People, implementing the tradition of "When drinking water, remember the source" of our nation towards those who sacrificed their blood and bones to protect the independence and freedom of the Fatherland and build and protect the Fatherland, fulfilling international obligations.
Some outstanding new points of the Ordinance include: The Ordinance supplements the concept of people with meritorious services to the revolution in the direction of general regulations, recognizing and commending people with meritorious contributions to the revolutionary cause, national liberation struggle, construction, defense of the Fatherland and performance of international obligations that have been recognized by competent state agencies.
One of the important contents of the Ordinance is to amend regulations on the recognition of martyrs for wounded soldiers or people enjoying policies like wounded soldiers who died due to recurring injuries.
Accordingly, the Ordinance is adjusted in the direction of not stipulating conditions for recognizing martyrs for wounded soldiers with a body injury rate of 81% or more who die; only stipulating conditions for wounded soldiers with a body injury rate of 61% to 80% who die due to recurring injuries.
The Ordinance also supplements regulations assigning the Government to decide on recognition or assigning agencies and people with authority to recognize people with meritorious services to the revolution in cases where dossiers are still missing but there are clear practical and historical bases or in other special cases.
The Ordinance takes effect from January 1, 2027.
