Supplementing people with meritorious services to enjoy annual nursing benefits

The Ordinance has transferred part of the subjects of people with meritorious services to the revolution who are currently receiving care once every 2 years to annual care.

This content is stipulated in Law No. 05/2026/UBTVQH16 of the National Assembly Standing Committee amending and supplementing a number of articles of the Law on Preferential Treatment for People with Meritorious Services to the Revolution No. 02/2020/UBTVQH14.

According to the current Ordinance, there are 8 groups of subjects entitled to annual health recovery nursing regimes and 7 groups of subjects entitled to 2-year/1-time nursing regimes.

8 groups of subjects entitled to annual health recovery nursing regime include:

1. Revolutionary activists before January 1, 1945 (Clause 4, Article 9);

2. People who participated in revolutionary activities from January 1, 1945 to the August Revolution in 1945 (point c, clause 1, Article 12);

3. Biological fathers and biological mothers who have only one child who is a martyr or have two or more children who are martyrs are entitled to annual health recovery care (Clause 5, Article 16);

4. Vietnamese Heroic Mothers (Clause 5, Article 18);

5. War invalids, people enjoying policies like war invalids with a body injury rate of 81% or more (Clause 3, Article 24);

6. Injured soldiers with a body injury rate of 81% or more (Clause 3, Article 27);

7. Resistance activists infected with chemical toxins with a body injury rate of 81% or more (Clause 5, Article 30);

8. People who have contributed to helping the revolution (point c, clause 1, Article 39).

7 groups of subjects enjoying 2-year/1-time nursing regime include

1. Biological father, biological mother, person who has contributed to raising martyrs, wife or husband, children of martyrs with severe disabilities, especially severe disabilities (Clause 5, Article 16);

2. Heroes of the People's Armed Forces, Labor Heroes in the resistance period (Clause 3, Article 21);

3. War invalids, people enjoying policies like war invalids with a body injury rate of less than 81% (Clause 3, Article 24);

4. Injured soldiers with a body injury rate of less than 81% (Clause 3, Article 27);

5. People who participated in the resistance war and were exposed to chemical toxins have a body injury rate of less than 81% (Clause 5, Article 30);

6. People who participated in revolutionary activities, resistance war, national defense, and performed international duties who were arrested and imprisoned by the enemy (Clause 4, Article 33);

7. People with meritorious services to helping the revolution are awarded or family members are awarded the Resistance Medal (point c, clause 2, Article 39).

In this amendment, the Ordinance has transferred part of the subjects currently receiving care once every 2 years to annual care, specifically: "Injured soldiers, people enjoying policies like wounded soldiers, sick soldiers, people participating in the resistance war who were infected with chemical toxins with a body injury rate of 61% to 80%", corresponding to 151,222 people, raising the total number of annual care subjects to 170,000 people.

The annual addition of nursing subjects shows the deep concern and gratitude of the Party and State for people with meritorious services to the revolution in the new era, in line with the consistent viewpoint of our Party and State in implementing preferential policies for people with meritorious services to the revolution.

That is to constantly care for people with meritorious services both materially and spiritually; expand subjects, improve regimes, in accordance with the socio-economic development of the country in each period.

The amended Ordinance also supplements the principle of ensuring that people with meritorious services to the revolution and families of people with meritorious services to the revolution have a living standard from average to fairly good compared to the living standard of the residential community where they reside.

At the same time, stipulating the regime of support for housing improvement for people with meritorious services to the revolution and relatives of martyrs is a regular, stable policy, suitable to the socio-economic conditions of the country.
