On June 4, Working Group No. 4 of the Standing Committee of Hung Yen Provincial Party Committee led by Mr. Nguyen Manh Quyen - Chairman of the Provincial People's Committee - worked with the Standing Committees of Party Committees of My Hao, Duong Hao, Thuong Hong, Pho Hien, Son Nam, Hong Chau wards and Tan Hung commune.
The working session aims to assess the situation after one year of operating the political system and local government at 2 levels; the development and adjustment of urban and rural planning after arranging administrative units; the results of implementing Directive No. 18/CT-TTg on improving the quality of commune-level cadres and civil servants and Directive No. 21/CT-TTg on arranging villages and residential groups.
According to reports, after one year of operation, the local government apparatus basically operates stably and smoothly; administrative procedures for people and businesses are resolved promptly and without interruption.
The contingent of cadres and civil servants gradually adapts to new task requirements. Localities focus on reviewing and adjusting planning; deploying digital transformation, administrative reform, building e-government; maintaining national defense, security and social order and safety.

However, there are still some difficulties related to facilities, working equipment, land management, planning, staff arrangement, high-quality human resources and the implementation of a number of socio-economic development tasks.
At the working session, localities proposed that the province pay attention to investing in facilities, have mechanisms to attract and improve the quality of cadres and civil servants; accelerate the progress of planning and adjustment; strengthen decentralization and delegation of power associated with the responsibility of heads.
Concluding his speech, Mr. Nguyen Manh Quyen acknowledged the results achieved after a year of implementing the 2-level local government model.
He proposed that localities closely follow the provincial planning orientation, concretize it into development programs and plans; promote digital transformation, complete the digitization of land data; pay attention to building a contingent of cadres with sufficient qualities and capacity to meet task requirements in the new situation.
The Chairman of Hung Yen province also requested to continue to improve the efficiency of coordination between departments, branches and localities; strengthen the application of science and technology, digital transformation in management and administration. Regarding socio-economic development, localities need to promote investment attraction, disbursement of public investment capital, remove difficulties in site clearance, and effectively implement poverty reduction, waste treatment, and clean water supply for people.
Regarding the work of ensuring security and order, he proposed to proactively grasp the situation, promptly resolve cases right from the grassroots level, not to let hot spots arise, and maintain a stable environment to serve socio-economic development.
