Operating a stable, smooth model
After nearly a year of operation, the 2-level political system and local government model in the city is operating stably, smoothly, and effectively; the system management and social management capacity of governments at all levels has been improved, contributing to serving well the requirements of people and businesses.
As of May 22, the city has received 2,651,178 dossiers; the rate of dossiers resolved on time and ahead of schedule reached 99.82%. According to the evaluation results on the Index set serving people and businesses in performing administrative procedures and providing public services (Index set 766) on the National Public Service Portal, in 2025, Hai Phong city ranked first nationwide. In the first 5 months of 2026, Hai Phong ranked 3rd/34 provinces and cities.
The total number of administrative procedures of the city is: 2,134 procedures; the number of administrative procedures that people have to go to many places to perform: 27 procedures; the number of administrative procedures that people have to go to one place to perform: 953 procedures; the number of administrative procedures that people can perform at home: 1,154 procedures.
The implementation of decentralization, delegation of power, and authorization is implemented drastically and synchronously from the city to the grassroots level, contributing to improving the proactiveness, responsibility and efficiency of Party committees, agencies, localities, and units. The work of resolving administrative procedures is carried out publicly, transparently, and professionally. The rate of resolving dossiers ahead of schedule and on time is high; the application of information technology and online public services is promoted; the quality of service to people and businesses is increasingly improved.
Speaking to direct at the conference, Secretary of the City Party Committee Le Ngoc Chau affirmed that the achieved results have affirmed the city's pioneering position in administrative reform, digital transformation, and building effective and efficient 2-level local government in the past time.
Continue to streamline the effective and efficient apparatus
The Secretary of the City Party Committee proposed to continue to study, build, and complete the organizational structure of organizations, agencies, and units in the city's political system. In which, focus on leading and directing the completion of the arrangement of public non-business units, educational institutions, health facilities, and state-owned enterprises; continue to streamline and improve the efficiency of organizations within agencies, units, and organizations in the political system.
The city researches and proposes to arrange some commune-level administrative units that do not meet the criteria for area and population size in order to expand space and room to promote socio-economic development. At the same time, effectively implement the plan to invest, renovate, repair, expand, and build headquarters, workplaces, and facilities; prioritize investment, renovation, and repair of headquarters of the Public Administration Service Center, online meeting rooms, arrange working facilities and equipment; build modern and synchronous digital infrastructure...
The Secretary of the City Party Committee also directed to focus on leading the successful implementation of socio-economic development tasks and targets in 2026 and the entire term 2025 - 2030, steadfastly implementing the goal of double-digit economic growth; striving to maintain the first position nationwide in the Administrative Reform Index, the People's Satisfaction Index and to be in the top of the country in terms of provincial competitiveness index.
The city continues to prioritize resources for investment in the development of education, health, and culture; pay attention to developing a housing market suitable to the affordability of people with average and low incomes; and ensure social security.
The Secretary of the City Party Committee requested the City Party Committee and People's Committee to urgently issue a Decision on the framework of the number and names of specialized departments under the commune-level People's Committee; complete the handling and arrangement of public assets, redundant headquarters... The City Party Committee of the Vietnam Fatherland Front, complete the arrangement and streamlining of mass associations assigned by the Party and the State; develop a Project to innovate the operating methods of the Vietnam Fatherland Front Committee, socio-political organizations and mass associations assigned by the Party and the State at the city and commune levels. Party committees, localities, agencies, and units continue to strengthen leadership, direction and administration in a drastic, close, and responsible direction; promote the role of heads of Party committees, localities, agencies, and units in leading and organizing the implementation of tasks.
