Continuing the first session, in the morning, the National Assembly Standing Committee gave opinions on the explanation, reception, and revision of the draft Resolution of the National Assembly on coordination mechanisms and specific policies to improve the effectiveness of preventing and resolving international investment disputes.
This content is presented by the Minister of Justice in the report on receiving, explaining and revising the draft.
After that, the Chairman of the National Assembly's Economic and Finance Committee presented opinions on the content of the agency submitting the draft, expected to receive, explain and revise the draft.
The National Assembly Standing Committee also gave opinions on the draft Resolution of the National Assembly on piloting the public lawyer institution.
At the same time, giving opinions on the explanation, reception, and revision of the draft Capital Law (amended).
According to the program, it is expected that the National Assembly Standing Committee will give opinions on the draft Resolution of the National Assembly on specific mechanisms and policies to handle violations of land law by organizations and individuals that occur before the 2024 Land Law takes effect and solutions to continue removing difficulties and obstacles for backlog and prolonged projects (if dossiers are prepared in time).
During the day, the National Assembly Standing Committee also gave written opinions on the Summary Report on the results of supervising legal normative documents under the responsibility of the Ethnic Council and Committees of the National Assembly in the first quarter of 2026.
The explanation, reception, and revision of draft Laws on Civil Status (amended); Laws amending and supplementing a number of articles of the Law on Legal Aid; Laws on Information Access (amended); Laws amending and supplementing a number of articles of the Law on Notarization; Laws amending and supplementing a number of articles of the Law on Representative Offices of the Socialist Republic of Vietnam abroad.
Previously, at the First Session, the 16th National Assembly discussed in groups about the draft Capital Law (amended).
Delegate Tran Hoang Ngan (Ho Chi Minh City delegation) expressed very high agreement with this draft Law. Delegate Tran Hoang Ngan shared that, in terms of practical basis, although there are many legal institutions for the Capital, through management and implementation, the Capital still has many bottlenecks.
Therefore, a truly drastic mechanism is needed for Hanoi to have enough authority to solve bottlenecks in environmental pollution, traffic, flooding...
The requirement is a complete institution, full decentralization and delegation of power for the Capital to handle these issues" - delegate Tran Hoang Ngan said and added that his personal opinion is that he really wants us to decentralize the entire package to the locality.
