In the afternoon of July 31, 2026, in Hanoi, General Secretary and President To Lam had a working session with leaders of the Ministry of Foreign Affairs and Ambassadors and Heads of Vietnamese Representative Offices abroad within the framework of the 33rd Diplomatic Conference.
Reporting to the General Secretary and President on the situation of foreign affairs deployment in the area, the Ambassadors and Heads of Representative Agencies said that the Representative Agencies always thoroughly grasp the Party's guidelines and policies of the State, determined to maximize the spirit of responsibility, proactiveness, creativity, and strive to best complete assigned tasks in the face of rapid and complex changes in the international environment.
The Ambassadors expressed their gratitude to the General Secretary and President for always paying attention to and directly and closely directing foreign affairs work, especially high-level diplomatic activities, heads-of-country diplomacy, and directly serving as Heads of the Central Steering Committee for Foreign Affairs and International Integration.
The Ambassadors and Heads of Representative Agencies promised the General Secretary and President that they will continue to stick to the area, promote friendly and cooperative relations with partners, and make practical contributions to the implementation of the country's strategic goals, including the goal of double-digit growth, green transformation, digital transformation, and development model transformation.
Speaking at the working session, General Secretary and President To Lam assessed that the 33rd Diplomatic Conference takes place in a special context: The first year of comprehensive implementation of the Resolution of the 14th Party Congress, the country is accelerating the completion of institutions and transforming the growth model. Therefore, the theme of this Diplomatic Conference "Promoting the pioneering role and performing the key and regular tasks of Vietnam's foreign affairs in the new era" can be considered as a working order. The conference will be an opportunity to deeply grasp the system of Party Resolutions on building, developing and protecting the Fatherland in the new period, thereby creating high unity in awareness as well as directions for action.
Assessing the current situation, the General Secretary and President said that Vietnam is facing many challenges but also opportunities if it knows how to proactively grasp them. Our comprehensive strategic partner network and strategic partner network is the widest ever, covering most major centers, participating in most new generation free trade agreements. Therefore, the issue currently being raised is how to transform relations into substantive development resources.
General Secretary and President emphasized that the Heads of Vietnamese Representative Agencies abroad play the role of comprehensive representatives of the nation, not only of the diplomatic sector. Heads of Representative Agencies need to promote strategic research, understand the situation clearly; be proactive, creative, dare to think and dare to do within the framework of the Party's guidelines and the State's laws.
On that basis, the General Secretary and President requested the Heads of Representative Agencies to identify diplomacy serving development as the center, in which it is necessary to seriously implement the Resolution of the 14th Party Congress, the Resolutions of the Central Executive Committee, the Politburo, especially thematic Resolutions such as Resolution No. 10-NQ/TW dated June 8, 2026 of the Politburo on economic development with foreign investment capital. At the same time, pay attention to forecasting and early warning about trade barriers, protection measures, green standards, rules of origin and control of technology exports.
Representative agencies must attach importance to the work of Vietnamese people abroad and citizen protection, considering the Vietnamese community abroad as an important resource in intelligence, capital, and technology. Heads of Representative Agencies have the task of connecting the team of intellectuals, experts, and Vietnamese entrepreneurs with domestic development programs; building a network of Vietnamese experts in key technology industries. At the same time, closely coordinate with domestic agencies in citizen protection work, proactively warn early to prevent from the root.
The General Secretary and President also emphasized the work of protecting internal politics, protecting state secrets, protecting cadres, and protecting representative offices. In which, political and ideological work, and the work of preventing and combating corruption, wastefulness, and negativity according to the Party's new Resolutions and regulations are valued.
Sharing the difficulties of officials working abroad when having to be away from home and family, and at the same time recognizing and highly appreciating the efforts, dedication and silent sacrifice of the Heads of Representative Agencies, the General Secretary and President said that he has assigned relevant agencies to review regimes and policies for officials and staff of representative agencies, especially in difficult areas, plans to upgrade headquarters and ensure security and safety, and ensure working conditions for officials.
The General Secretary and President wished that the Heads of Representative Agencies after this Diplomatic Conference would return to the area with a new mindset: more proactive, more drastic, more substantively attached to the development needs of the country and clearly identifying behind them as a nation that is transforming, each job done abroad is converted into an opportunity for the people in the country.
On behalf of the Ministry of Foreign Affairs delegation and Heads of Vietnamese Representative Agencies abroad, Politburo Member, Minister of Foreign Affairs Le Hoai Trung expressed his gratitude for the concern and heartfelt directions of the General Secretary and President for foreign affairs and Heads of Representative Agencies. Minister Le Hoai Trung affirmed that the entire foreign affairs sector deeply understands that the directions of the General Secretary and President are both the concern and trust of the Party and State, and strategic orientations and political requirements for the entire foreign affairs sector in the new development stage of the country, and is committed to making the highest efforts to turn the directions of the Party and State leaders into specific and practical results, effectively serving the cause of national development in the new era.
