Cadres and civil servants are not allowed to manage day and night
On October 3, the Standing Committee of the Hanoi Party Committee, People's Council, and People's Committee held an online meeting for the third quarter of 2025 with leaders of 126 communes and wards to remove obstacles in the operation of the 2-level local government model.
Speaking at the conference, Chairman of the Hanoi People's Committee Tran Sy Thanh said that implementing the two-level local government model, the Politburo, the Secretariat, the Government, and the National Assembly have directed closely and drastically; every week, the situation and results are assessed.
The city also closely follows the situation, provides timely in-depth instructions; continuously organizes meetings to review and evaluate the progress of task implementation.
In Hanoi, Party committees from the city to the grassroots, departments, communes and wards are proactive, responsible, and have synchronous participation. The rearrangement of administrative units at the commune and ward levels is creating a great movement.
From the beginning, Hanoi City has closely followed the instructions of superiors and concretized the implementation according to the characteristics of the capital. That spirit spreads to the commune and ward levels - where people's feedback and recommendations are received and directly handled. Officials and civil servants do not work day and night; there are times when they work until 8-9 pm before returning.

According to the Chairman of the Hanoi People's Committee, after 3 months of implementation, the government system at all levels of Hanoi has achieved very clear results.
Recently, General Secretary To Lam, when meeting with voters, praised the results of the city's restructuring and operation and the efforts of the officials. Notably, with the campaign "45 days and nights launched to support digital transformation activities" in communes and wards, Hanoi has had a spectacular change.
"A bright spot is that Hanoi does not apply the model rigidly but has adjusted it to suit the characteristics of the super urban area. It is the flexible and cooperative approach between levels of government that has helped the system operate smoothly, meeting the needs of serving people and businesses.
In the future, Hanoi will continue to review the process and cut administrative procedures on the technology platform", said the Chairman of Hanoi People's Committee.
Promoting decentralization and delegation of power comprehensively and substantially
According to Chairman of Hanoi People's Committee Tran Sy Thanh, the guiding viewpoint of the City Party Committee, People's Committee and People's Council is to promote decentralization, comprehensive and substantial decentralization. This is an inevitable governance model for a special urban area with a large population.
The city believes in the capacity of subordinates, affirming that it will decentralize along with investing resources, organizing the apparatus and training cadres, including supporting the arrangement of secondments and flexible mobilization. Completely qualified units will be assigned the part of the work that is the responsibility of the city level. On the contrary, places with limitations will be supported, no machinery will be imposed.
According to Chairman of Hanoi People's Committee Tran Sy Thanh, Hanoi's guiding viewpoint is to promote decentralization, comprehensive and substantial decentralization. Hanoi always ensures the principle of "aring work with handing over money". The decentralization of revenue sources - expenditure tasks is being reviewed to make appropriate adjustments, ensuring fairness among administrative units.
Mr. Tran Sy Thanh also pointed out the issues arising during the implementation process, such as management of border routes between the two wards, management of trees, parking lots, waste... are all being specifically and clearly assigned by the city.
According to Mr. Tran Sy Thanh, Hanoi has identified the commune and ward levels as the front line in contact with the people - the "last lock" in state management. The city is committed to continuing to create all conditions on mechanisms, policies, finance, and staff for the locality to perform well the assigned tasks.
"Decentralization and delegation of power also go hand in hand with giving real power, avoiding overlap and problems. Hanoi is on the right track, steadfast in administrative reform, decentralization of management, and digital transformation - for a serving, modern and efficient administration", Mr. Tran Sy Thanh emphasized.
