On October 3, Hanoi City held an online meeting between the Standing Committee of the City Party Committee - People's Council - People's Committee with leaders of communes and wards in the third quarter of 2025.
At the conference, Director of the Hanoi Public Administration Service Center Cu Ngoc Trang reported on the situation of receiving and handling administrative procedures at the commune level from July 1, 2025 to present.
According to the report, regarding the results of receiving and handling administrative procedures at the commune level (from July 1, 2025 to September 23, 2025): total number of administrative procedure records received at the commune level: 531,269 records.
Of which, 212,790 dossiers were received directly (reaching a rate of 40.05%); 317,199 dossiers were received online (59.71%); 1,278 dossiers were received via the Public Post Service (0.24%).
The total number of records resolved is 510,541 records (96.1%), of which the number of records resolved on time and before the deadline is 509,772 records (99.85%); the number of records resolved beyond the deadline is 763 records (0.15%). The number of files being processed is 20,734 (3. 90%).
Regarding outstanding results, according to Mr. Cu Ngoc Trang, in the period from July 1, 2025 to September 23, 2025, the implementation of the model of receiving and handling administrative procedures at the commune level has achieved many outstanding results.
The statistics clearly reflect the huge amount of work carried out in a short period of time, the strong direction of the City People's Committee, the efforts of the People's Committees of communes and wards and the positive response from the people.
In the past nearly 3 months, Public Administration Service Points have received a total of 531,269 records (an average of about 177,000 records per month, about over 8,000 records per day) received.
"The workload is very large while human resources, facilities, and equipment in early July are extremely difficult. The number of records received has also increased steadily since the beginning of July," said Mr. Trang.
According to Mr. Trang, the rate of records resolved on time, almost absolutely before the deadline (99.85%) is a testament to the efforts, sense of responsibility and the ability to adapt flexibly and quickly of the team of commune-level civil servants under close support from the Center.
The rate of online records reached nearly 60%, higher than direct records. This is a very positive sign, which is in line with the goals and orientations of digital transformation and online public services throughout the city and the center that are being accelerated. People are increasingly used to submitting documents online, and their digital skills have also been improved.
The rate of administrative procedure records received via the Public Post Office service accounts for 0.24%, in the coming time, the Center will pay attention to promoting this channel for receiving and returning results, contributing to diversifying the method of receiving records, making more convenient and effective options for people.
The huge number of records received and resolved in a short time, along with the rate of on-time and before-term settlement reaching almost the absolute level, is a clear demonstration of the stable operation of the system, the close coordination between the center and the People's Committees of communes and wards, while affirming the increasingly increasing trust of people in online public services and administrative reform of the city.
