On March 3, the City Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Hanoi City organized a conference to review the work in February and deploy tasks for March 2026.
Presiding over the conference were comrades: Member of the Politburo, Secretary of the City Party Committee Nguyen Duy Ngoc; Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Vu Dai Thang; Member of the Party Central Committee, Standing Deputy Secretary of the City Party Committee Nguyen Trong Dong; Deputy Secretary of the City Party Committee, Chairman of the City People's Council Phung Thi Hong Ha; Deputy Secretary of the City Party Committee Nguyen Van Phong; Member of the City Party Committee Standing Committee, Chairman of the Vietnam Fatherland Front Committee of Bui Huyen Mai City.
Speaking at the conference, Deputy Secretary of the City Party Committee, Chairman of Hanoi People's Committee Vu Dai Thang said that March 2026 is the first month to implement the Action Program to implement the Resolution of the 14th Party Congress, and especially the 16th National Assembly and People's Council election day (March 15, 2026).
Along with that, a series of strategic resolutions of the Politburo have been issued, the Central Government expects Hanoi to be a "center for national development, a strong economic growth pole". The new institution (two-level government), new planning (100-year vision) requires a new management thinking.
According to the Chairman of Hanoi City People's Committee, to achieve the GRDP growth target of 11% or more in 2026 and continue sustainable double-digit growth in the coming years, the City People's Committee, departments, branches and 126 communes and wards are determined to focus on implementing the key tasks identified in the report; in which 5 key task groups are emphasized.
First, absolutely successfully organize the Election on March 15, 2026. This is the number one political task. Hanoi City Police, the Department of Home Affairs and departments and branches must closely coordinate with 126 communes and wards to thoroughly handle difficulties, promptly resolve voters' petitions and recommendations; ensure absolute security, and prevent the emergence of "hot spots".
Second, continue to complete the Capital Development Planning - Institution to submit to competent authorities according to the plan. Prepare conditions and contents to be able to implement immediately after this "three strategic pillars" is promulgated; prioritize things and contents that can be done immediately and have specific products.
Third, comprehensively activate growth momentum and disburse public investment to complete the GRDP growth target of the first quarter of 2026, ensuring growth for the whole year 2026 from 11% or more.
Fourth, attack in depth, thoroughly solve 5 strategic "bottleneck points". Regarding flooding, the Department of Construction, project management boards and construction units must implement a 3-shift 4-shift working regime, ensuring that 10 emergency flood prevention projects must be completed before April 30, 2026.
Regarding traffic, accelerate the progress of projects: 7 bridges over the Red River, Ring Road 1, 2. 5, 3. 5 and 4. In particular, Hanoi City Police and the Department of Construction must coordinate to immediately solve the congestion situation at Thanh Xuan intersection, Nguyen Trai axis, and accelerate the expansion of Nguyen Tuan street as proposed by Thanh Xuan ward. Fully exploit the 1,837 AI camera system for remote fines and traffic diversion.
Regarding the environment, the Department of Agriculture and Environment must complete the Project on controlling Cau Bay river pollution associated with the Bac Hung Hai irrigation system, and work with Hung Yen province to handle border pollution in Thuan An commune.
Fifth, strongly implement Resolution 57-NQ/TW on digital transformation and improving the capacity of the 2-level government. Complete 12 key tasks on digital transformation to better serve people, businesses and society; deeply and effectively apply science, technology and digital transformation in leadership, direction, administration and organization of the city's tasks.
All tasks, whether it is to remove difficulties, accelerate key projects, or in the field of science and technology development, digital transformation, administrative reform, must be resolved with decisiveness, transparency and compliance with the law. Departments and sectors are not allowed to answer grassroots levels in the style of "transferring petitions", "undergoing research", but must have plans and specific completion timelines" - Mr. Vu Dai Thang emphasized.
The Chairman of the City People's Committee requested all officials, civil servants, and public employees to focus on urgent actions, working with the highest sense of responsibility, regardless of time, to realize the expectations and goals of the Central Government and the People's desire for the Capital Government into specific products, affirming the spirit of the Capital: "Hanoi has said, do it, do it quickly, do it right, do it effectively, do it to the end".
