On the morning of March 2nd, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of Hanoi City People's Committee Vu Dai Thang and candidates for delegates of the City People's Council of the XVII term (term 2026-2031) - Election Unit No. 14 of Hanoi City met with voters to report on the action program and implementation of election campaigns.
The conference was held in a direct form in Son Tay ward and connected online to Tung Thien ward and Doai Phuong commune.
Opening the Conference, voters listened to the biography summary of the candidate for the 17th Hanoi City People's Council deputy (term 2026-2031), Voting Unit No. 14 of Hanoi City. Next, the candidates successively reported to voters on the draft action program if elected as delegates of the 17th Hanoi City People's Council and listened to the recommendations and wishes of voters.


Speaking at Election Unit No. 14, Chairman of the City People's Committee Vu Dai Thang emphasized that the election of National Assembly deputies of the 16th term and People's Councils at all levels for the 2026-2031 term takes place in a special context when the country enters a new stage of development, with the requirement to innovate the growth model, improve institutions and streamline the apparatus. This is also the first election to be implemented according to the two-level local government model after the whole country completes the arrangement of administrative units, improving the effectiveness and efficiency of state management.
The requirements set for National Assembly and People's Council deputies at all levels in the next term are very high. Deputies are not only qualified in terms of qualifications, capacity, and experience, but more importantly, they must be truly close to the people, close to the people, listen and represent the will and legitimate aspirations of the people" - Mr. Vu Dai Thang emphasized.
Presenting the Action Program if trusted by voters, Chairman of the City People's Committee Vu Dai Thang said that the city sets a goal to maintain rapid and sustainable growth, striving to achieve double-digit economic growth in the period 2026-2031. Along with that is strict budget management, improving the efficiency of public investment, and strictly controlling investment projects.
Each budget capital is people's tax money, so it must be used effectively, publicly, transparently, directly serving development and social security" - Chairman of the City People's Committee Vu Dai Thang affirmed.
Chairman of the City People's Committee Vu Dai Thang also reaffirmed the determination to definitively handle the "5 major bottlenecks" of the Capital, including: Traffic congestion; environmental pollution, especially air pollution; flooding; violations of construction order, land management; and food safety.
Regarding transportation, the city will accelerate the progress of ring roads, strongly develop the urban railway system, and adjust traffic organization in the direction of reducing personal vehicles and increasing public transport.
Regarding the environment, Hanoi continues to implement programs to plant trees, reduce emissions, relocate polluting facilities out of the inner city area, and invest in modern waste and wastewater treatment technology.
In particular, after the heavy rains that caused localized flooding in the past year, the city will focus on completing key drainage projects; restoring and renovating inner-city rivers; building regulating lakes and synchronous drainage systems. "Do not let prolonged flooding affect people's lives" - Mr. Vu Dai Thang emphasized.
In the field of land management and urban order, the city will continue to tighten discipline and strictly handle violations; and at the same time promote digitalization of land data and transparency of planning so that people can easily access and supervise.
Regarding food safety, the city strengthens inspection and control of supply sources, traceability using digital technology.
