Some items such as concrete roads are still present, although the local government previously issued a decision to sanction and request restoration of the status quo.

Meanwhile, at the location related to Mr. Pham Duy Quang, a stone embankment was built close to the edge of the lake. This area shows signs of being soil-filled, expanding the area towards the lakebed, especially clearly visible when the water level drops low.
Talking to PV, Mr. Quan Trong Nam - Head of the Economic Department of Da Bac commune - said that during the inspection, it was discovered that Mr. Pham Duy Quang encroached on building embankments and encroached further on Hoa Binh Lake. Regarding this content, the unit will advise the People's Committee of Da Bac commune to proceed with sanctioning.
As for Mr. Luu Anh Tu, the Commune People's Committee will continue to urge his family to seriously implement the requirements in the penalty decision.

According to Mr. Nam, on March 1st, units conducted an inspection of Mr. Tu's violation location, and the family has basically partially remedied it.
In another development, according to PV's investigation, on March 2, the Department of Agriculture and Environment will send a working group to inspect the above 2 locations.


Previously, according to information from Da Bac Commune People's Committee, at the end of November 2025, through verification, functional agencies recorded signs of violations at the land plot used by Mr. Luu Anh Tu and the land plot transferred to Mr. Pham Duy Quang from June 2025.
On December 11, 2025, the working group made 2 records identifying signs of administrative violations in the field of land.
After having the results of measuring the violating area, on January 23, 2026, the Chairman of Da Bac Commune People's Committee issued a decision to fine Mr. Luu Anh Tu 5 million VND, force him to return more than 1.5 million VND of illegal profit and request to restore the original state of the land within 10 days.
According to the Commune People's Committee, from December 1, 2025, Mr. Tu arbitrarily transferred 997.5m2 of forest land to non-agricultural land (not residential land) without permission from competent authorities; of which 633.2m2 is for concrete roads and 364.3m2 is for concrete floors.


Regarding Mr. Pham Duy Quang, in the process of requesting to provide measurements of the violating area, the Commune People's Committee received a request to demolish the embankment which is a part of the construction encroaching on the hydropower lake. Therefore, administrative violation penalties are not imposed.
In a quick phone conversation with reporters, Mr. Luu Anh Tu said that the above-mentioned land area was landslide due to floods in September 2025. After that, the family arbitrarily filled it to fix it and was recorded and fined by the local authorities according to regulations.

In 2016, the Hoa Binh lake area was approved by the Prime Minister for planning as a national tourist area, belonging to Hoa Binh city and 4 districts Da Bac, Cao Phong, Tan Lac and Mai Chau (old).
Hoa Binh Lake area is expected to become one of the key national tourist areas of the Midlands and Northern Mountains region by 2030.
