On the morning of August 4, in Can Tho City, Politburo member and National Assembly Chairman Tran Thanh Man attended the 1st Congress of the Thanh Xuan Commune Party Committee, term 2025-2030.
On behalf of the Party and State leaders, National Assembly Chairman Tran Thanh Man acknowledged and commended the results and common efforts of Thanh Xuan commune in the past 5 years, and highly appreciated the preparation work for the 1st Thanh Xuan Commune Party Congress, term 2025-2030, to be a great success.
National Assembly Chairman Tran Thanh Man emphasized that Thanh Xuan commune has a favorable location, located on 3 traffic axes that other communes do not have, namely National Highway 1A, National Highway 61 and National Highway 61C; there are inter-commune traffic axes and belt routes connecting the area. Thanh Xuan is a locality with potential for development in the fields of agriculture, smart agriculture, agriculture associated with services and tourism.
In the past 5 years, the economy and society have developed comprehensively, budget revenue has reached more than 21 billion VND; over 98% of families have achieved cultural titles.
In addition to advantages and opportunities, the National Assembly Chairman said that the locality also has some challenges. After the merger, the area is large, but the transport and irrigation infrastructure has not met the requirements; there are redundant cadres but lack qualifications and capacity, not meeting new requirements in the condition that the country enters the era of national growth.
In the field of education, schools are there but need to improve their educational qualifications to be able to take on the task; the mass front has not met the requirements of being close to the people and close to the people; security and order issues need attention.
In the coming term, the National Assembly Chairman requested the Thanh Xuan Commune Party Committee to strengthen solidarity and unity, considering the work of building the Party and the political system as an extremely important task. Strengthen political and ideological education for cadres and party members.
"Whether a revolution is successful or not depends on people. And the people here who are cadres must have heart, ability, and virtue to shoulder the current important tasks, the National Assembly Chairman emphasized.
The National Assembly Chairman stated that the Thanh Xuan Commune Party Committee must pay attention to improving the capacity, efficiency of state management and the quality of activities, building a two-level government. Strengthen the state management team to ensure smooth administrative procedures for people, no harassment or inconvenience, the government must go to the people, not wait for the people to go to the government.
In addition, focusing on socio-economic development, identifying the fields of science, innovation, digital transformation as a shortcut to the beginning of the current revolution, to develop ecological agriculture, smart agriculture, develop model rural areas, create products for people, and shift crop and livestock structure.
At the same time, taking care of cultural and social development, ensuring education and health care must be strong, improving people's knowledge, training talents, taking care of people's health; ensuring political security, social order and safety.
I request the Thanh Xuan Commune Party Committee to urgently organize the dissemination and seriously implement it, ensuring clear people, clear work, clear time, clear responsibilities, clear authority, clear implementation results. Cadres must be decisive, resolute, determined, but must be determined to do things to have products, the National Assembly Chairman emphasized.
The National Assembly Chairman hopes that this is the 1st Congress - the truly transformational Congress of the Thanh Xuan Commune Party Committee, a heroic commune in the period of national liberation struggle and in the period of building and defending the Fatherland today, must truly be a hero of labor, contributing to the development of the commune, contributing to the development of the city and the whole country.
For the 2025 - 2030 term, the congress sets a common goal, striving to achieve the standards of advanced new rural communes by 2030; stable and sustainable economic growth; improved material and spiritual life of the people; maintained national defense and security; strong political system; promoted the role of the people in local development; ensured the goals with Can Tho City and the whole country entering a new era - the era of national growth.
The 1st Thanh Xuan Commune Party Congress for the 2025-2030 term has set 16 specific targets. Of which, there are 4 economic targets, 6 cultural - social targets, 2 national defense - security targets, 4 targets on Party building and political system building.
At the congress, the Can Tho City Party Committee appointed 33 personnel to join the Thanh Xuan Commune Party Committee Executive Committee for the 2025 - 2030 term, including 11 members of the Standing Committee. Ms. Pham Thi Thuy Dung holds the position of Secretary of the Thanh Xuan Commune Party Committee, term 2025 - 2030; Mr. Ngo Van Tu and Mr. Nguyen Trong Linh hold the position of Deputy Secretaries of the Thanh Xuan Commune Party Committee.
