On the morning of September 30, National Assembly Chairman Tran Thanh Man and the delegation of Hau Giang province met with voters before the 8th session of the 15th National Assembly at the Nga Bay City Conference Center.
Also attending was Permanent Vice President of the Vietnam General Confederation of Labor (VGCL) - Thai Thu Xuong.
There were about 350 voters attending (Nga Bay City 200 voters; Phung Hiep District, Chau Thanh District and Chau Thanh A District each 50 voters).
Speaking at the conference, Deputy Head of the National Assembly Delegation of Hau Giang Province, Le Thi Thanh Lam, reported on the expected outline of the content of the 8th Session of the 15th National Assembly and some activities of the National Assembly Delegation since the 7th Session.
Accordingly, the 8th Session of the 15th National Assembly will open on October 21, 2024 and is expected to close on November 30, 2024. The National Assembly will convene at the National Assembly House and the Session will be held in two phases (phase 1 from October 21 to November 13, 2024; phase 2 from November 20 to November 30, 2024).
Regarding legislative work, 16 laws and 2 resolutions will be considered and passed; 12 draft laws will be commented on; socio-economic issues, state budget, supervision and other important issues will be considered and decided.
At the meeting, voters expressed their joy and appreciation for the innovations and quality of the National Assembly's activities; basically agreed with the expected content of the 8th Session's program as well as the results of the Hau Giang Provincial National Assembly Delegation's responses to voters' opinions and recommendations.
Voters also made recommendations on a number of issues related to the Party and State's policies and guidelines related to universal health insurance; social insurance; and land recovery from the people.In addition, voters also reflected the situation of people whose land was recovered with the land areas included in the current planning with very cheap compensation prices, while the bidding enterprises when achieving the conversion of land use purpose offered very high land prices, so people could not buy it back.
Voter Nguyen Thi Be Thanh (30 years old, Thanh Xuan commune, Chau Thanh A district) raised the issue related to Decision No. 217 of the Politburo and the provisions of the law, the Trade Union has the right to preside over and supervise issues directly related to the rights of workers. In practice, the Trade Union is also presiding over and proactively carrying out supervision. However, foreign-invested enterprises often ask what is the legal basis, which law is it regulated in?
Voter Be Thanh proposed that the National Assembly stipulate the right of the Trade Union to proactively conduct supervision in the Trade Union Law to improve the effectiveness of the Trade Union's supervision activities, promptly detect shortcomings and disputes, and prevent strikes and work stoppages.
In addition, voter Be Thanh also mentioned the issue of unemployment insurance. In the case of laid-off workers, it is difficult to find new jobs because the new employer considers “layoff” as a bad record to refuse to hire the worker. This voter suggested researching and developing principled regulations to ensure the rights of this group of people. It is possible to research regulations that allow them to receive unemployment benefits when there is sufficient evidence of being refused a job because of being fired or forced to quit from the previous enterprise or unit.From an employment perspective, it is necessary to have appropriate regulations or control mechanisms to avoid discrimination in labor recruitment related to the issue of workers who have been previously fired or forced to quit.
Speaking at the conference, National Assembly Chairman Tran Thanh Man informed voters about the socio-economic situation and activities of the National Assembly in the coming time, including the 8th Session which will open on October 21.
The National Assembly Chairman also said that the 15th National Assembly has 3 more sessions to end its term, of which the National Assembly has held 7 regular sessions and 8 extraordinary sessions.
“In the history of the National Assembly, there has never been a term with as many extraordinary sessions as this 15th term, to conduct personnel work and promptly decide on important issues of the country…”, said the National Assembly Chairman.
The National Assembly Chairman also stated that although the country still faces many difficulties and challenges, under the leadership of the Party, the management of the State, and the consensus of the entire people, during this term, we have overcome all difficulties and challenges, continuing to carry out the socio-economic development tasks set out.
The National Assembly Chairman informed voters that the 8th Session has many important laws related to localities, businesses, and people, such as the draft Law on amending and supplementing a number of articles of the Law on Health Insurance, when passed, will be amended in the direction of ensuring fairness for patients, whether treated by on-demand services or health insurance. Or the Law on Teachers and the Law on Employment (amended) will also focus on taking care of policies for the subjects.
On this occasion, National Assembly Chairman Tran Thanh Man and the National Assembly Delegation of Hau Giang province presented 100 gifts from the Vietnam General Confederation of Labor to union members in difficult circumstances in the province.
