National Assembly Chairman: Laws must be concise and focused

The National Assembly Chairman said that when promulgated, the Law must be concise, focused, and only focus on amending truly necessary issues.

On the afternoon of January 15, the National Assembly Standing Committee considered and decided to adjust the Law and Ordinance Development Program for 2025.

Presenting the Proposal to adjust the Law and Ordinance Development Program for 2025, Minister of Justice Nguyen Hai Ninh stated that, in implementing the Law on Promulgation of Legal Documents, the Government proposed to add 6 draft laws to the Law and Ordinance Development Program for 2025 and adjust the time for submitting to the National Assembly for comments and approval of the draft Law on Promulgation of Legal Documents (amended).

The draft laws include: Law on Government Organization (amended); Law on Local Government Organization (amended); Law on amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy; Law on Execution of Temporary Detention, Temporary Imprisonment and Prohibition from Leaving the Place of Residence; Law on amending and supplementing a number of articles of the Law on Execution of Criminal Sentences; Law on Atomic Energy (amended).

Presenting his review opinion, Chairman of the Law Committee Hoang Thanh Tung said that the Law Committee and the National Assembly's agencies basically agreed with the necessity of adjusting the progress of 1 draft law and adding 6 draft laws to the 2025 Program.

The dossier proposes to supplement basic laws that meet the provisions of the Law on Promulgation of Legal Documents.

Chairman of the Law Committee Hoang Thanh Tung requested the drafting agency to continue reviewing the proposed amendments and supplements to ensure consistency and synchronization with relevant laws.

It is necessary to ensure that the law does not stipulate content under the authority of the Government, the Prime Minister and the Ministries, and does not legalize unstable issues due to socio-economic relations that are in the process of movement and have many changes to ensure the correct authority, stability of the law and flexibility, suitable to practical requirements.

Speaking at the meeting, National Assembly Chairman Tran Thanh Man basically agreed with the content presented.

The National Assembly Chairman noted that in 2025, the National Assembly is expected to comment on, consider and decide on a very large number of draft laws, thus requiring careful preparation, ensuring progress and quality requirements.

In particular, it is necessary to pay attention to the consistency and unity of draft laws in the overall legal system in general; ensuring the principle that the law does not stipulate content under the authority of the Government, the Prime Minister and the Ministries.

At the same time, the Law, when promulgated, must be concise and focused, focusing on amending only the really necessary issues; ensuring full implementation of the assessment of policy impacts in law making.

At the meeting, with 100% of the members of the National Assembly Standing Committee present voting in favor, the National Assembly Standing Committee unanimously passed the Resolution to supplement 6 draft laws and adjust the submission time for 1 draft law in the 2025 Law and Ordinance Development Program.
