On January 1, 2026, Chairman of Hanoi People's Committee Vu Dai Thang signed and issued document No. 01/UBND-TH on the implementation of Directive No. 05-CT/TU of the Standing Committee of the Hanoi City Party Committee on organizing Tet Binh Ngo 2026 service in the city.
Accordingly, the Chairman of the City People's Committee requested departments, agencies, branches, and People's Committees of wards and communes to strictly implement Directive No. 05-CT/TU of the Standing Committee of the Hanoi City Party Committee, focusing on implementing a number of key tasks.
Localities and units organize and implement well the tasks assigned in Plan No. 350/KH-UBND dated December 18, 2025 of the City People's Committee on organizing New Year's Day activities in 2026 and Binh Ngo Lunar New Year in the city.
Localities and units closely follow the contents, requirements, and progress to implement each task and work according to their functions, authority, and assigned tasks in the Plan; maximize and diversify social resources to practically care for the material and spiritual life of the people, so that all people in the Capital have a joyful, warm, and peaceful Tet, especially the poor, people in difficult and vulnerable circumstances, policy families, workers, unemployed workers, lonely elderly people, orphans, children in particularly difficult circumstances and ethnic minorities.
Localities and units organize the thoughtful implementation of visiting, encouraging, and wishing Tet to veteran revolutionary cadres, Vietnamese Heroic Mothers, wounded soldiers, sick soldiers, families of martyrs, families with meritorious services to the revolution, intellectuals, intellectuals, artists, people with prestige among ethnic minorities, typical religious dignitaries, armed forces units, standing forces performing tasks during Tet, in areas far from the city center. Agencies and units prepare good conditions to ensure timely payment of salaries and Tet bonuses to workers.
Localities and units organize and manage cultural and artistic activities, art programs, traditional festivals, tree planting Tet, and activities to celebrate the new year practically and effectively, serving people and tourists associated with foreign affairs, trade promotion, tourism promotion, and the image of the thousand-year-old Capital, as a "Safe - Friendly - Quality - Attractive" tourist destination during the New Year, Lunar New Year and to celebrate the 14th National Party Congress and important political events of the Capital and the country in 2026.
Localities and units ensure political security, social order and safety, traffic safety, fire and explosion prevention, proactively grasp the situation, detect and promptly handle hot, prominent, and complex issues right from the commune and ward level, not to be passive or surprised in any situation. Maintain and decorate green tree systems, flower gardens, lawns, public lighting systems and decorative lighting, provide electricity and clean water, ensure environmental sanitation and landscape of parks, flower gardens, streets, residential areas "brilliant - green - clean - beautiful"; strengthen inspection, supervision, and strictly handle violations of environmental sanitation and urban order, and illegal use of firecrackers causing insecurity and safety during Tet.
Localities and units strictly implement discipline, order, regulations on revolutionary ethics standards, exemplary behavior and things party members are not allowed to do, prevent waste and negativity; inspect, supervise, and strictly handle organizations and individuals who violate Party regulations and State laws during Tet, especially on waste and negativity.
Do not organize visits and Tet greetings to superiors and leaders at all levels; strictly prohibit the use of public funds to give gifts to leaders at all levels in any form. Departments, agencies, branches, and People's Committees of communes and wards proactively review work before Tet holidays, not to delay progress, not to cause congestion or delays in administrative procedures of people and businesses. During Tet holidays, arrange sufficient forces and vehicles to be on duty, handle and resolve work promptly and smoothly.
Immediately after the Tet holiday, all agencies and units continue to focus on synchronously implementing the key tasks of 2026 assigned by the Central Government and the City Party Committee, People's Council, and City People's Committee.
