Major changes in administrative procedures in Hanoi from January 1, 2026

Hanoi - From January 1, 2026, the city will return 100% of the administrative procedure results in paper form via post office.

Implementing the policy of reforming administrative procedures associated with digital transformation, improving publicity, transparency and creating maximum convenience for people and businesses, the Hanoi City Public Administration Service Center has just issued a notice on organizing the 100% reimbursement of paper administrative procedure results through postal services throughout the city.

This is an important solution to unify the method of returning results, reduce direct contact, and at the same time improve the efficiency of state management in resolving administrative procedures.

Accordingly, from January 1, 2026, 100% of the paper-based administrative procedure resolution results will be transferred through postal services to the address registered by organizations and individuals from the administrative procedure resolution agency, and the return of results will not be carried out directly at the Branches of the City Public Administration Service Center (except in cases where specialized laws have other regulations).

The results of administrative procedure settlement of electronic copies (if any) are paid on public service accounts of organizations and individuals according to regulations.

Also from January 1, 2026, organizations and individuals providing online public services for administrative procedures under the management of the Hanoi People's Committee will enjoy some support policies as follows:

- 100% support for the cost of returning results and dossiers within the assigned budget estimate scope.

- 100% support for the cost of issuing new and renewing personal digital signature certificates when conducting electronic transactions on the National Public Service Portal, VNeID application and Digital Capital Citizen application (iHanoi), with a support level not exceeding 100,000 VND/person/year.

- 100% exemption of fees and charges for administrative procedures with collection levels prescribed by the Ministry of Finance when implemented online (excluding dossier appraisal fees).

- For administrative procedures with fees and charges under the authority of the Hanoi City People's Council, the fee when implementing online public services is set at 0 VND (excluding dossier appraisal fees).

To create favorable conditions for people and businesses in the process of submitting applications online, the City Public Administration Service Center organizes many support channels, including:

- Branches of the City Public Administration Service Center and 476 Online Public Service Agencies provide free support for dossier declaration, document scanning and online dossier submission;

- Switchboard 1022 (branches number 7) remote support; Smart switchboard 19001009 and Chatbot and Callbot utilities integrated on the iHanoi application support and answer 24/7.
