1. Activities of representing, caring for, and protecting the rights of union members and workers are promoted
Over the past year, the work of representing and protecting the rights of union members and workers continued to be strongly and methodically implemented by trade unions at all levels; proactively giving comments on the development of many important policies, policies, laws and mechanisms and policies in the industry and localities, ensuring rights and improving the lives of workers. Dialogue and collective bargaining are promoted, legal consulting and legal support activities are maintained.
In 2025, resources will be strongly mobilized to comprehensively care for union members and workers. From the warm "Tet Sum Vay - Xuan Ung Deng" programs to the "Union Meals" of love, the spirit of solidarity and sharing is spread across the country.
Not stopping at immediate solutions, the Trade Union actively participates in policy making on social housing and workers' housing; speeds up the implementation of trade union institutions with a rental housing model, taking care of long-term and sustainable welfare for union members and workers.
2. Streamlining the organization of the trade union system; participating in building a clean and strong Party
In 2025, the Vietnam Trade Union will enter a period of strong innovation, rearranging the model of streamlining activities, reducing focal points; ending district-level and equivalent trade union activities; ending trade union activities in administrative agencies, armed forces, public service units receiving 100% of salaries from the state budget; establishing commune, ward, and special zone trade unions.
Specifically, in 2025, trade unions at all levels will proactively issue plans and make efforts to implement creative solutions, in line with local realities, develop an additional 622 thousand union members, and establish 2,862 new grassroots unions, including many union members in the informal sector.
At the same time, the Trade Union continues to affirm its responsibility in Party building work. The Party Forum with Workers Workers with the Party was organized widely at all levels of trade unions for the first time, attracting hundreds of thousands of cadres, union members, and workers to contribute more than 630 thousand comments to the draft Party Congress documents at all levels and the draft 14th National Party Congress Documents to demonstrate the intelligence and enthusiasm of cadres, union members, and workers in contributing to building a country development roadmap in the new period.
3. Focus on directing the organization of trade union congresses at all levels towards the 14th Congress of the Vietnam General Confederation of Labor
Aiming at the 14th Congress of the Vietnam General Confederation of Labor, the organization of trade union congresses at all levels is being implemented with a determined and synchronous spirit. The Presidium of the Vietnam General Confederation of Labor issued many directive documents; successfully organized grassroots trade union congresses and conferences; expected to complete the provincial and central trade union congress by December 31; established subcommittees to deploy tasks to prepare for the 14th Congress of the Vietnam General Confederation of Labor.
The Congresses, conferences of grassroots trade unions, commune-level trade unions, special zones and provincial and central industry congresses held solemnly and seriously according to the provisions of the Charter of the Vietnam Trade Union are truly a festival of union members and workers creating momentum for preparation for the 14th Congress of the Vietnam Trade Union, which is being carried out urgently and actively.
4. Patriotic emulation movements continue to spread strongly, penetrating deeply into the lives of union members and workers nationwide
The 11th National Patriotic Emulation Congress among workers, civil servants and laborers was solemnly held, honoring 20 outstanding and outstanding collectives and 80 individuals, thereby affirming the pioneering and creative role of the working class in the new era of development.
Responding to the Prime Minister's call for emulation in developing synchronous and modern infrastructure, the Vietnam General Confederation of Labor in coordination with Vietnam Electricity Group launched the "Emulation movement to accelerate the progress of key projects in 2025". Many key projects such as the 500kV Lao Cai - Vinh Yen line, Hoa Binh Hydropower Plant expansion, Quang Trach 1 Thermal Power Plant, and national grid supply for Con Dao district were implemented rapidly and completed on schedule.
From widespread emulation movements, more than 186,000 initiatives have been proposed and applied in practice, benefiting more than VND 17,500 billion, demonstrating the intelligence and spirit of constant innovation of union members and workers.
5. Organize many practical and meaningful activities to celebrate the 80th anniversary of the August Revolution and National Day on September 2
Trade unions at all levels have organized many exciting and practical activities with meaning in harmony with the heroic and glorious atmosphere of celebrating the country's 80th anniversary of Spring. At the General Confederation level, a scientific workshop was held on "Union with the task of participating in state management, building a socialist rule-of-law state"; "National Creative Labor Festival"; exhibition space for "creating development" to participate in the exhibition of national achievements, organizing a Vietnamese Workers' parade at the State-level Commemoration Ceremony, parade, and parade; the 3rd Vietnamese Workers' and Civil Servants' Football Tournament in 2025 attracted a large number of union members and workers to participate and participate, and the attention and appreciation of the public.
The activities not only strengthen the trust, pride, and love for the country among union members and workers, but also affirm the role and position of the working class and trade union organizations in the cause of national construction and development.
6. Proposal to increase regional minimum wage by 7.25% and support policy for subjects affected by organizational restructuring
Trade unions proactively and responsibly participate in the National Wage Council to propose the Government to increase the regional minimum wage from January 1, 2026 with an average increase of 7.25%, contributing to narrowing the gap between the minimum wage and the standard of living of workers.
Along with that, the Trade Union actively researched and coordinated to propose policies to support those affected by the reorganization of the apparatus and administrative units at all levels, including trade union officials in general and trade union officials working under contract regimes with guaranteed rights and stable life.
7. Creative Labor Festival affirms the pioneering role of the working class in innovation in the new era
For the first time, the Creative Labor Festival was held simultaneously nationwide, becoming a special highlight of Workers' Month 2025 with the theme: "Vietnamese Workers Pioneer in entering a new era".
Hundreds of creative Labor Festivals have been organized nationwide, strongly spreading the spirit of innovation and the aspiration to rise up in each worker. At the General Confederation level, the festival is organized with a series of exciting and meaningful activities: Exhibition "Creative Journey - Aspiration to Rise Up", Forum "Promoting the Creative Potential of Workers", awarding the "Outstanding Enterprise for Workers" Award.
Not only a space to honor the intelligence and aspiration to contribute, the Creative Labor Festival has strongly aroused the spirit of daring to think, daring to do, daring to innovate among Vietnamese workers - the pioneering force for innovation, rapid and sustainable development of the country in the new era.
8. The union promptly cares for and supports union members and workers affected by storms and floods
From the call of trade unions at all levels, hundreds of billions of VND and many tons of necessities were sent directly to the flood center by union officials, union members and workers across the country and through the Vietnam Fatherland Front.
The Vietnam General Confederation of Labor has established 8 working groups visited, encouraged, and presented 13 billion VND to support union members and workers in 14 affected provinces and cities, giving union members and workers more strength to overcome difficulties, stabilize their lives, continue working and producing.
9. For the first time, a national conference was held to honor outstanding workers and laborers who are party members and award the "Dynamic, responsible, and Creative Female Union Member" Award.
2025 marks the first two activities organized by the Vietnam General Confederation of Labor, creating an important highlight in the work of commendation and honoring union members and workers.
The national conference to honor outstanding workers and laborers who are Party members with the theme "Shining the Fore Forefront Workers" honored 95 outstanding workers who are pioneers in production labor, contributing to building the Party's grassroots organization right from the grassroots.
The "Dynamic, Responsible, and Creative Female Union Member" Award was awarded for the first time to 10 outstanding female union members nationwide; along with that, 20 collectives and 60 outstanding individuals in the "Good at public work, good at home work" movement in the period of 2020 - 2025 were also awarded, creating a strong mark to promote gender equality, inspiring female union members and workers in the new period.
10. Many important foreign affairs activities have been implemented to affirm the position and prestige of the Vietnam Trade Union in the international arena
In 2025, the foreign affairs activities of the Vietnam Trade Union will leave a strong impression on the international arena. Vietnam is honored to host the World Trade Union Presidium Conference with the participation of nearly 64 delegates from 38 trade union organizations from 34 countries and territories.
Along with that, trade unions at all levels have implemented many activities to strengthen, maintain, and deepen traditional, cooperative, friendly and cooperative relations with trade unions of other countries, while expanding cooperative relationships with new partners; actively participating in and promoting roles in international trade union organizations and multilateral mechanisms of which Vietnam Trade Union is a member.
