Chairman of the Commune People's Committee becomes Chairman of the Council to confirm meritorious people

The Ministry of Home Affairs said that the Council affirms that meritorious people at the commune level are chaired by the Chairman of the People's Committee.

The Ministry of Home Affairs has issued professional and technical training documents for commune-level cadres, civil servants and public employees in the field of state management of the Home Affairs sector.

The Ministry of Home Affairs said that Decree No. 129/2025/ND-CP includes: 8 chapters, 81 articles regulating the division of authority 161 tasks, authority related to removing district-level government.

Of which, 32 tasks and authorities were transferred from the district level to the provincial level; 60 tasks and authorities were transferred from the district level to the commune level.

Procedures for recognition of victims or missing people who are not members of the military or police are stipulated in Article 20 of the Decree.

The People's Committee at the commune level shall implement within 10 days from the date of approval of the dossier.

Within 5 working days from the date of receiving all documents as prescribed in Clause 1, Article 74 of Decree No. 131/2021/ND-CP, confirming the statement; in case the victim has been buried in a martyrs' cemetery by the authorities and people, there is a document requesting the Department of Home Affairs where the grave management is located to issue a certificate of martyrs' graves; publicly post the list in the village or commune; notify on local mass media to collect public opinions. The minimum notice posting period is 30 days. Make a record of the public posting results.

Within 10 days from the date of public posting results, a meeting of the People's Council for the confirmation of meritorious people at the commune level must be held to consider cases that do not have any complaints or denunciations from the people, and a record must be made according to Form No. 79, Appendix I of Decree No. 131/2021/ND-CP.

The Council confirms meritorious people at the commune level with the Chairman of the People's Committee as Chairman of the Council; members include: Professional, military, police, and medical officers; representatives of the Fatherland Front, Veterans Association, and Association of the Elderly; and the Veterans Youth Volunteer Association.

Assign the specialized agency to check the dossier to confirm the person with meritorious services for approval of each dossier; make a record of the approval according to Form No. 79, Appendix I of Decree No. 131/2021/ND-CP.

Within 10 days from the date of approval of the dossier, the Chairman of the Commune People's Committee shall issue a certificate of sacrifice to cases under his authority; transfer the entire dossier to the Department of Home Affairs for consideration and submission to the Chairman of the Provincial People's Committee.

Other cases according to Clause 3 or Clause 4, Article 16 of Decree No. 131/2021/ND-CP.
