The Ministry of Home Affairs has just sent a document to the Ministry of Ethnic Minorities and Religions and the People's Committees of provinces and centrally run cities to review and evaluate the situation of cadres and civil servants working on ethnic, religious and belief work.
The review and evaluation aims to implement Conclusion No. 179-KL/TW dated July 25, 2025 of the Politburo and the Secretariat on continuing to implement tasks to improve the organization and operation of the two-level local government model; at the same time, promptly remove and resolve difficulties and problems arising in ethnic and religious work in the locality.
According to the Ministry of Home Affairs, the team of cadres and civil servants directly involved in this work, especially those in charge of state management of beliefs and religions, need to be comprehensively reviewed to ensure the right arrangement of job positions, correct capacity and strengths; have enough quantity and quality, meeting the requirements and tasks at the grassroots level.
Accordingly, the Ministry of Home Affairs recommends that agencies and units need to assess the current situation, increase or decrease in quantity compared to the time before July 1, 2025; clearly identify advantages in quantity, structure, quality; shortcomings and limitations such as lack of human resources, lack of in-depth expertise...; analyze objective and subjective causes.
From there, recommendations and proposals on the organization of the apparatus, staffing to ensure quantity; on training and fostering to improve quality; and on treatment policies, attracting capable and dedicated human resources to ethnic, religious and belief work...
The Ministry of Home Affairs requires agencies and units to send a review report to the Ministry before August 31, 2025. The review results will be compiled and reported to the Prime Minister, as a basis for continuing to improve the organization and mechanisms of the apparatus and policies, contributing to improving the effectiveness of state management in the fields of ethnicity, beliefs and religion.
