In the afternoon of April 10, continuing the First Session, the 16th National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Emulation and Commendation.
Speaking at the hall, delegate Nguyen Thi Suu (Hue City delegation) said that regarding the criteria for commendation in point c, clause 2, Article 5, it is stipulated that a form of commendation can be repeated for one subject and the principle is that the achievement is commended to that extent.
According to delegate Nguyen Thi Suu, there should be clear quantitative limits and criteria to limit the situation of widespread, unselective, and even abused rewards.
Supplementing the limit on the number of rewards for a form, such as no more than 3 years, no more than 3 times/person in 1 year or no more than 5 times/person in 5 years; clearly stipulating criteria for evaluating the level of achievement, avoiding chasing after quantity, establishing a periodic appraisal mechanism to control the quality of rewards" - delegate Nguyen Thi Suu proposed.

Minister of Home Affairs Do Thanh Binh said that the proposal to amend and supplement the Law on Emulation and Commendation this time is mainly to improve the legal system on emulation and commendation after implementing the revolution of arranging the organizational structure in the political system and implementing the 2-level local government model.
At the same time, the amendment of the law also aims to institutionalize the requirements of promoting decentralization and delegation of power, creating flexibility, proactiveness, and self-responsibility in emulation and commendation work, serving the operation of the 2-level local government model effectively.
The amended Law also aims to institutionalize the Party's key resolutions into the contents of the Law on Emulation and Commendation, creating breakthroughs in national development in the new era, including Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; solving some difficulties and obstacles in implementation.
In addition, overcome some inadequacies and shortcomings of the current Law to ensure synchronization with relevant legal documents.
According to the Minister of Home Affairs, the drafting agency receives opinions from National Assembly deputies, continues to review and complete the draft law in accordance with the provisions of law, ensuring constitutionality, legality, unity, and synchronization.
Accepting delegates' opinions, Minister Do Thanh Binh stated that he had added a number of principles: "Focusing on rewarding individuals and collectives with typical achievements that bring practical efficiency for the common good, taking the lead in innovation, digital transformation and application of science and technology".
At the same time, the draft law also adds contributions in "national defense, security, foreign affairs, application of science and technology, innovation, digital transformation" to the reward standards.
On the other hand, legalize the responsibility of the head in evaluating achievements for commendation and proposing commendation to ensure timely recognition of the worthy contributions of collectives and individuals with outstanding achievements in performing assigned tasks.
