On April 24, the National Assembly Standing Committee reviewed the principles, criteria, and norms for allocating the regular expenditure estimate for the state budget in 2026.

Presenting the presentation at the meeting, Minister of Finance Nguyen Van Thang said that implementing the policies of the Party and State, including new policies, directly related to the regular allocation of state budget expenditures, such as reorganizing the apparatus, exempting tuition fees, ensuring order, security, national defense, prioritizing the fields of science, technology, innovation and digital transformation, education - training...

The amendment will serve as a basis for the Government to develop and submit to the National Assembly the state budget estimate and the central budget allocation plan for 2026; determine the percentage of revenue and additional figures from the central budget for each locality.

However, the inspection report presented by Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai and the discussion opinions at the meeting suggested not to consider and issue the Resolution at this time.

The reason for the report, the time of April 30, 2025 is the time to be used as a basis for determining the targets and norms related to the administrative unit specified in the draft Resolution; But based on the actual situation, based on the documents will submit to the competent authorities, the rearrangement of the apparatus will have many changes after the above time.

Therefore, the time to develop the allocation norms as submitted by the Government is not suitable because when there are changes after implementing the arrangement of the apparatus, administrative boundaries, etc. Applying many different norms in a commune after the merger can cause difficulties in management and operation.

After the arrangement of the political apparatus and administrative boundaries, determining the classification of 4 regions according to the previous decisions of the Prime Minister may no longer be suitable.

Accordingly, there is not enough legal basis to serve as a basis for developing allocation norms applicable in 2026 and the following years.

In addition, a number of issues related to principles, criteria, and regular expenditure allocation norms in the draft Resolution are being revised: The State Budget Law has abandoned the 3-year financial - budget plan; the budget stabilization period and the adjustment ratio.

Some new policies expected to be submitted to the National Assembly for approval at the 9th Session will have an impact on regular expenditure criteria and norms in localities.

Agreeing with the viewpoint of the inspection agency, Vice Chairman of the National Assembly Tran Quang Phuong analyzed that when there are changes after implementing the arrangement of the apparatus and administrative boundaries, the application of norms in these localities is not only a matter of "technical" implementation but needs to be evaluated overall.

Applying many different norms in a commune after the merger can cause difficulties in management and operation. Therefore, according to Vice Chairman of the National Assembly Tran Quang Phuong, there is not enough legal basis to serve as a basis for developing allocation norms applicable in 2026 and the following years.

Concluding this content, Vice Chairman of the National Assembly Nguyen Duc Hai said that the National Assembly Standing Committee proposed that the Government continue to update the situation, closely following the amendment of the Law and relevant Resolutions at the 9th Session.

At the same time, the National Assembly Standing Committee's opinions are accepted to complete the draft Resolution, and the National Assembly Standing Committee's opinions are requested to be considered and decided after the 9th Session.
