25,611 retired and severed cadres, civil servants and public employees have received support with a total amount of VND 26,947 billion when restructuring the apparatus.

According to the report of the Ministry of Home Affairs, currently, ministries, branches and localities have reviewed and implemented policies and regimes for cadres, civil servants, public employees and armed forces in the process of implementing the organizational arrangement of the political system.

Synthesized reports from central and local agencies as of June 30, there were 57,158 people, of which 43,207 people had quit their jobs (retired and quit their jobs).

25,611 people have received money (reaching a rate of 62.39%, excluding the police and military forces) with a total amount of VND 26,947 billion.

The Ministry of Home Affairs said it will continue to monitor, synthesize, and guide according to its authority the implementation of the regimes and policies stipulated in Decree No. 178/2024/ND-CP.

Previously, implementing the policy of streamlining the apparatus organization in conjunction with streamlining the payroll, restructuring, and improving the quality of the staff, civil servants, and public employees according to the requirements of the Central Steering Committee, the Ministry of Home Affairs advised the Government to issue Decree No. 178/2024/ND-CP on policies and regimes for cadres, civil servants, public employees, workers, and armed forces in implementing the arrangement of the apparatus of the political system.

Since then, there have been strong and outstanding policies and regimes to resolve the regime and policies for cadres, civil servants, public employees, commune-level cadres and civil servants and those working under labor contracts in implementing the organizational arrangement of the political system.

Implementing Notice No. 75-TB/TW of the Politburo on adjusting the scope and subjects of policy and regimes for cadres, civil servants, public employees, workers and armed forces in the implementation of the organizational arrangement of the political system, the Ministry of Home Affairs has advised and submitted to the Government to issue Decree No. 67/2025/ND-CP on amending and supplementing a number of articles of Decree No. 178/2024/ND-CP.

The Ministry has also issued Circular No. 01/2025/TT-BNV guiding the implementation of policies and regimes for cadres, civil servants, public employees and workers in the implementation of the organizational arrangement of the political system; Circular No. 002/2025/TT-BNV on amending and supplementing a number of articles of Circular No. 01/2025/TT-BNV.

At the same time, the Ministry of Home Affairs issued Document No. 1814/BNV-TCBC and Document No. 2034/BNV-TCBC to ministries, branches and localities to guide the implementation of Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP.
