The Prime Minister emphasized the need to continue negotiating to promote trade relations balanced, stable, sustainable and effective with the US; The spirit is to be calm, wise, and steadfast; enhance dialogue, avoid stress; respect each other, equality; harmonizing the benefits, for the benefit of each country, beneficial for businesses and for consumers on both sides; Especially, Vietnam's core benefits must be maintained, in accordance with the Party's external policy, especially the Politburo's Resolution 59 on international integration in the new situation.
The Prime Minister said that Vietnamese goods do not compete with the US, the trade relationship between the two sides has always been beneficial to US consumers and promoted Vietnam's export momentum. Therefore, Vietnam is ready to negotiate according to US proposals.
The Prime Minister requested ministries and branches, especially the negotiating delegation to prepare well the contents to negotiate with the US, on the principle of closely following the instructions of the Politburo, General Secretary To Lam, the Government, the Prime Minister to promote Vietnam -US trade balanced and sustainable; not complicated the problem; do not affect the international agreements that Vietnam has participated in; not because of this that affects other things; not because of this market that affects other markets; There is a reasonable solution for the two parties to benefit, harmonious benefits, shared risks.
Restructuring export and business drivers
The head of the Government said that the current world trade situation, in addition to challenges, also has opportunities for Vietnam to restructure export motivation, restructure enterprises, diversify markets, diversify products, and diversify supply chains.
Focus on improving product quality, reducing costs, getting into high-tech products, developing green, circular economy, knowledge economy, sharing economy... based on science, technology, digital transformation according to world trends.
Requesting ministries, branches and localities to coordinate and resolve issues of concern to the US side, the Prime Minister directed ministries and branches to build, perfect institutions and organize implementation to both promote development, manage and protect production, especially in the origin of goods, combat smuggling, trade fraud, and combat counterfeit goods.
Continue to review the tax refund mechanism; cut administrative procedures and costs and time compliance with Resolution 66 of the Government; Establish a national one -door investment port, the Center for promotion and call for national and provincial investment. Thereby, controlling and calling, supporting, encouraging and attracting selective investment, towards high -tech fields; Long -term, sustainable investors, in accordance with Vietnam's development strategy, participate in technology transfer, human resource training, research and development research, support Vietnamese enterprises to participate in production chains and supply chains of foreign and global enterprises.
