On April 22, in Hanoi, Politburo member and Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee with relevant ministries, branches and agencies on preparing for negotiations to promote balanced, stable and sustainable trade relations with the US.
Concluding the meeting, Prime Minister Pham Minh Chinh assessed that since the new developments in global trade, the US has introduced counterpart tariffs, Vietnam has had timely, flexible, appropriate adaptation policies and achieved certain results; demonstrated calmness, proactiveness, and courage in the face of the situation, which the US side assessed as positive.
Vietnam has proactively issued a Government decree to cut taxes that may be cut for the US; resolve problems in a number of projects and issues that the US side is interested in within the legal framework and according to the agreement between Vietnam and the US; increase purchases of goods that Vietnam has a need for, the US has strengths such as aircraft... to balance trade between the two sides.
The Prime Minister emphasized the need to continue negotiations to promote balanced, stable, sustainable and effective trade relations with the US; the spirit is to be calm, wise and steadfast.
Strengthen dialogue, avoid stress; Respect each other, equality. It is necessary to harmonize the interests, for the benefit of each country, benefiting businesses and consumers on both sides; especially to protect the core interests of Vietnam, in accordance with the Party's foreign policy.

The Prime Minister said that Vietnamese goods do not compete with the US, the trade relationship between the two sides has always been beneficial to US consumers and promoted Vietnam's export momentum. Therefore, Vietnam is ready to negotiate according to US proposals.
The Prime Minister requested ministries, branches, especially the negotiating delegation, to prepare well the contents for negotiations with the US side to promote balanced and sustainable Vietnam - US trade; not complicate the issue.
It does not affect international agreements that Vietnam has participated in; does not affect one market but another; has reasonable solutions for mutual benefit.
The current world trade situation, in addition to challenges, also has opportunities for Vietnam to restructure export motivation, restructure enterprises, diversify markets, diversify products, and diversify supply chains.
Focus on improving product quality, reducing costs, getting into high-tech products, developing green, circular economy, knowledge economy, sharing economy... based on science, technology, digital transformation according to world trends.
Requesting ministries, branches and localities to coordinate and resolve issues of concern to the US side, the Prime Minister directed ministries and branches to build, perfect institutions and organize implementation to both promote development, manage and protect production, especially in the origin of goods, combat smuggling, trade fraud, and combat counterfeit goods.
Continue to review the tax refund mechanism; reduce administrative procedures and costs, and compliance time according to Resolution 66 of the Government; immediately establish a National One-Stop Investment Portal, a National and Provincial Investment Promotion and Calling Center.
Thereby, controlling and calling for, supporting, encouraging and attracting investment selectively, targeting high-tech fields; long-term, sustainable investors, in line with Vietnam's development strategy.
