The Party Central Committee Office has just issued Notice No. 134-TB/VPTW concluding General Secretary and President To Lam at the Meeting of the Central Steering Committee for the implementation of Resolution No. 57-NQ/TW of the Politburo.
Accordingly, on July 30, 2026, at the Party Central Committee Headquarters, the Central Steering Committee for Science, Technology Development, Innovation and Digital Transformation (hereinafter referred to as the Steering Committee) held a Meeting under the chairmanship of General Secretary and President To Lam.
Attending the Meeting were members of the Central Steering Committee, leaders, members of the Working Group, a number of experts from the National Advisory Council and delegates from relevant agencies.
Regarding the major orientations in implementing Resolution No. 57-NQ/TW in the coming period, the concluding notice of General Secretary and President To Lam clearly stated:
Strongly shift from progress management to result management. Each task must clearly identify the issues to be resolved, the final product, users, agencies, responsible persons, implementation conditions and evaluation criteria; the results can be measured and verified.
Tasks that have met the conditions must be deployed immediately and done to the end; obstacles must clearly identify the causes, authority and time limit for handling. For new contents that are unprecedented, it is necessary to proactively conduct controlled trial studies.
Basically shifting from simple labor to creative labor, associated with improving the quality of national human resources. Identifying this as a major goal, and also an important measure of the implementation of Resolution No. 57-NQ/TW in the new period.
Gradually shifting from a development model mainly based on simple labor, processing, assembly and exploiting available advantages to a development model mainly based on science, technology, innovation, digital transformation and high-quality human resources, in which farmers master modern agricultural technology, workers master advanced technology and equipment, a team of entrepreneurs pioneering in innovation, and a team of officials shifting from management thinking to creative development thinking. Creative labor must become the most important resource of the nation in the future.
Focus resources on forming products, markets and competitive businesses. All research tasks must aim at application, commercialization, creating new value for society and improving the competitiveness of the economy. Each department, ministry, sector, and locality must clearly identify the technology to be developed, the products to be created, the target audience, the market to be used, and the entity responsible for bringing products to market; prioritize resources for tasks that are fundamental, strategic, highly contagious, and have clear usage addresses.
Businesses must participate from the stage of identifying problems, research, testing to commercializing products; the State focuses on creating institutions, ordering, sharing risks and creating initial markets; research institutes and universities must be closely linked to the development needs of the country and businesses and be evaluated by technology, products, and the actual value created.
Strongly shift from innovation in some fields to innovation in the whole society. Making innovation a driving force for the development of the whole society is not only the task of scientists, research institutes and technology businesses.
Each citizen can become a subject of innovation and creativity; each business must consider innovation and creativity as a vital condition for development; each official must have a constructive development mindset; each department, ministry, sector, and locality must become a center of innovation and creativity in their assigned field. Build a learning society, a creative society and widely spread innovation and creativity culture throughout society.
The notice also stated that the Politburo, the Secretariat and the General Secretary and President continue to closely monitor and supervise the implementation of the Resolution, promptly give directing opinions on major and important issues arising. Thoroughly grasp the spirit of "what has been said must be done", "what has been committed must have results"; the tasks identified as key and strategic must be implemented to the end, not letting the Resolution stop at slogans or emulation movements.
