The Ministry of Justice has just published documents on the appraisal of the draft Decree regulating the national database (CSDL) on cadres, civil servants and public employees (CBCCVC).
In particular, according to the draft Proposal, the Ministry of Home Affairs - the drafting agency said that when implementing the reorganization of the apparatus and implementing the two-level local government, to meet the new requirements, the national database, the national CBCCVC management information system, agencies, ministries and branches have been upgraded to serve the work of collecting and synchronizing data on the national database.
Currently, the National Database has collected and synchronized over 1.6 million data of employees and workers nationwide, according to the plan, it will collect and synchronize all data before December 10, 2025.
The above initial results show that the application of science, technology, and digital transformation to the management of civil servants and public employees has been given attention and implemented synchronously in state agencies.
However, practice shows that data is still lacking in synchronization and connectivity between agencies in the political system, data quality is still limited, and there is a delay in updating because data has not been collected and updated immediately during the process of professional processing on the electronic information system or information systems and software that do not meet professional processing requirements;
The new national database only stops at creating and collecting data, does not have the function of analyzing and exploiting data effectively; does not ensure "correct - sufficient - clean - living - unified - shared".
Faced with the above situation, it is necessary to develop the national database into a national CBCCVC management platform, focused on, and used together nationwide.
According to the Ministry of Home Affairs, building a national database on civil servants and public employees aims to establish a unified, complete, accurate, and regularly updated data system, reflecting all information in the "life cycle of civil servants and public employees" from the time of election, appointment or recruitment to retirement; supporting planning, recruitment, appointment, submission, evaluation, reward, and discipline in a scientific and flexible manner.
Building a national database on civil servants and public employees is an important pillar of digital government; forming a system for effective exploitation and use of data in state management; leadership, direction, operation, settlement of administrative procedures, provision of public services; and policy making for the development of civil servants and public employees.
