On the morning of November 28, the Traffic Police Department (CSGT) said that it had advised the Ministry of Public Security to draft a Circular amending and supplementing Circular No. 12/2025/TT-BCA on testing and granting driving licenses (GPLX); granting and using international driving licenses, to collect public opinions.
In particular, there are some new points amended in the direction of simplifying procedures for granting and exchanging driving licenses, reducing the number of documents to be submitted and expanding the use of electronic data in receiving and processing documents.
For a driving license:
The driving license will be issued electronically and automatically integrated into the data system to facilitate use and ensure the ability to look up when necessary. The traffic police will only check the driver's license electronically.
In case people need to print their driving licenses with PET material, they must register and pay the fee according to regulations. Remove the regulation on applications for changes to driving licenses, in order to simplify the procedures for issuing and exchanging, in addition, the declared information in the application has been automatically replaced by electronic data (on the National Population Database platform and traffic safety order database systems).
People can use self-taken photos or photos from ID data when applying for a new license, and citizens with level 2 identification (on national identification applications, VNeTraffic application or other applications of the Ministry of Public Security) can completely change their driving license online.
1 month before the expiration of the driving license, the application will notify the account owner and conduct a health check-up, the results of the electronic health check-up will be updated on the system and when the license expires, it will automatically issue a new change or extension.
Reducing the time for implementing administrative procedures on granting, exchanging, and re-issuing driving licenses such as:
Reduced the time for granting a driving license from 7 days to 4.5 days, the time for integrating electronic data from 3 days to 2 days; Reduced the time for changing a driving license from 5 days to 3.5 days, the time for integrating electronic data from 3 days to 2 days; After 2 hours at the end of the driving license examination council, candidates who meet the requirements will have a driving license code formed.
Regarding the work of driving testing, through the practical work of ensuring traffic order and safety, the Traffic Police Department found it necessary to supplement both driving skills, driving and raising awareness of vehicle operators.
Therefore, in the test, focus on improving driving skills, recognizing traffic rules, handling basic situations to prevent accidents...; As for raising awareness of vehicle operators, the traffic police force will continue to do it through propaganda, dissemination of laws, handling violations, handling traffic accidents and other measures.

The car driving test is adjusted in the direction of eliminating the simulation test, increasing the number of practical test on the road; at the same time, stipulating the practice test time is 15 minutes to ensure consistency in organization.
Traffic safety violations with high risk of causing accidents will be suspended for testing to improve safety requirements...
