On October 11, the Ministry of Public Security held a conference to review the work of preventing, combating and overcoming the consequences of storm No. 3 and the floods after the storm. Lieutenant General Le Van Tuyen - Deputy Minister of the Ministry of Public Security chaired the conference.
According to the latest statistics, storm No. 3 caused over 40,000 billion VND in damage, reducing GDP growth rate by 0.15% - directly affecting the country's economic development.
Storm No. 3 affected 26 localities, affecting about 40% of the population. Over 257,000 houses and over 1,300 schools collapsed, collapsed, or were damaged. Over 262,000 hectares of rice and crops were flooded, 23 million livestock and poultry died; nearly 310,000 trees were broken.
Immediately after receiving the Prime Minister's directive and forecast information, the Ministry of Public Security held an online meeting with the police of units and localities to prepare plans and scenarios for response. The Ministry of Public Security issued 8 directives to the police of local units. Localities also quickly took action, especially the grassroots forces.
Deputy Minister Le Van Tuyen emphasized that the police force must ensure absolute safety and security, and not allow the abuse of storms, floods, and damage to commit illegal acts.
During floods, people have to evacuate but the police force has to rush to the front lines, hot spots, and take the lead in clearing traffic, rescuing and providing relief.
According to statistics, 150,000 police officers and soldiers have been mobilized to participate in storm prevention and control. The police force has issued over 45,000 pieces of equipment of all kinds to prevent and overcome the consequences; evacuated and rescued thousands of people, and searched for hundreds of missing people.
Many cases of working through the night, through storms and floods, incessant rain, lacking clothes and food for a whole week; the highest goal is to overcome the consequences and save the people. During the process of preventing floods and overcoming the consequences, one officer and two soldiers died.
Deputy Minister of Public Security highly appreciated the grassroots police force and commune-level police for effectively promoting the "4 on-site" motto with the spirit of "wherever needed, there are police, wherever difficult, there are police".
To proactively respond to and overcome the consequences of erratic weather and climate change in the coming time, Deputy Minister Le Van Tuyen requested the police units to proactively follow the forecast of the situation, warn about natural disasters and floods; proactively advise local Party committees and authorities to direct solutions, coordinate with departments and branches to prevent and respond to natural disasters and floods in the spirit of ensuring the safety of people's lives and property, not letting people lack food, lack clothes, and have no place to live.
Police units are also required to proactively review and develop plans and scenarios for ensuring security and order, preventing and overcoming the consequences of floods. In particular, the leader of the Ministry of Public Security emphasized the review of equipment and means, ensuring that when incidents and situations occur, there must be both forces, means and equipment to serve.
The Deputy Minister also mentioned improving the effectiveness of coordination between the people's police force and other sectors and levels, especially with the army, to promote the "4 on-site" motto of the grassroots police force.
