On the afternoon of June 3, in Hanoi, Politburo Member, Secretary of the Government Party Committee, Prime Minister Le Minh Hung chaired the first Conference of the Executive Committee of the Government Party Committee, term 2025-2030.
At the conference, the Government Party Committee announced and awarded the Politburo's decision appointing concurrently the position of Deputy Secretary of the Government Party Committee and participating in the Standing Committee of the Government Party Committee with Mr. Dang Xuan Phong - Member of the Party Central Committee, Member of the Standing Committee of the Government Party Committee, Minister, Chairman of the Government Office; launched the Inspection Committee of the Government Party Committee for the term 2025-2030, in which Mr. Nguyen Quoc Doan - Member of the Party Central Committee, Member of the Standing Committee of the Government Party Committee, Government Inspector General is the Chairman of the Inspection Committee.
Speaking at the conference, Prime Minister Le Minh Hung, on behalf of the Standing Committee, the Standing Board, and the Executive Committee of the Government Party Committee, congratulated the personnel who were trusted with the important responsibility of Deputy Secretary of the Government Party Committee, Chairman, Deputy Chairman, and Member of the Government Party Committee's Inspection Committee.
The Prime Minister clearly stated that the conference basically agreed with the draft Working Regulations of the Executive Committee of the Government Party Committee; requested the Office of the Government Party Committee to summarize and absorb opinions; carefully review and compare with the new Decisions of the Politburo on the functions, tasks, organizational structure of the Government Party Committee and the model regulations.
It is necessary to ensure that the Working Regulations of the Government Party Committee are a political basis, an important premise, issued in accordance with the Party's regulations and the State's laws, meeting practical requirements and the specific characteristics of the organization, operation, and working relationships of the Government Party Committee and the Government.
The Prime Minister emphasized that the working regulations of the Government Party Committee must affirm the spirit of strong innovation, decentralization, delegation of power, clear principles, clear procedures, clear responsibilities, clear authority of each collective, each individual, administrative reform, simplification, reduction of procedures, and promotion of digital transformation, effectiveness, and efficiency.
The Office of the Government Party Committee coordinates with the Government Office to review and ensure that the Working Regulations of the Party Committee are consistent and synchronous with the Working Regulations of the Government, establish a mechanism for operating the organizational apparatus, operation, scientific working style, smooth and transparent coordination, and improve the effectiveness and efficiency of leadership, direction, management, and administration of the work of the Government Party Committee and the Government.
The Party Committee's Inspection Committee will take in the opinions at the conference and closely follow the inspection results report, especially the shortcomings and limitations that the Politburo's Inspection Delegation has pointed out to the Standing Committee of the Government Party Committee and affiliated Party committees to complete and submit for promulgation.
The Prime Minister emphasized the viewpoint: Inspection and supervision must be one of the most important methods and leadership functions, a mechanism for the Party Committee to improve and enhance leadership and direction capacity, and a tool to control power and maintain discipline and order.
Party inspection, supervision, and discipline work must be carried out proactively, promptly, comprehensively, synchronously, democratically, objectively, impartially, cautiously, tightly, accurately, and strictly according to the principles, procedures, authority, and methods of Party work.
Promptly warn, prevent, have strong and clear sanctions, and strictly handle cases of shirking responsibility, avoiding responsibility, not promptly handling or advising on handling existing problems, and clearing bottlenecks.
