Prime Minister Pham Minh Chinh has signed and issued Official Dispatch No. 90/CD-TTg directing ministries, branches and localities to ensure smooth and effective implementation of administrative procedures, without interruption when arranging administrative units and implementing the 2-level local government model.
The Prime Minister requested ministers and heads of ministerial-level agencies to direct the urgent completion of the announcement, disclosure, and updating on the National Database of Administrative Procedures (NTPs) for TTPs that have been decentralized, delegated authority, and determined to have the authority to handle in 28 Decrees of the Government.
Issuing a guiding Circular (if any) and promulgating and publicizing the administrative procedures prescribed in the Circular before June 25, 2025, as a basis for localities to announce and organize the implementation of administrative procedures applied in provinces and cities.
The Chairman of the People's Committee of the province or centrally-run city is responsible for announcing the list of administrative procedures applied in the province or city and updating and publicizing them on the National Database on administrative procedures immediately after the Ministry or ministerial-level agency announces the administrative procedures.
Adjust internal processes, electronic processes, online public services, ensure the implementation of administrative procedures, provide smooth and effective public services, without interruption from July 1, 2025.
Publicly announce the head office address and list of administrative procedures received and returned results at provincial-level Public Administration Service Centers and commune-level Public Administration Service Centers before June 25, 2025 to facilitate individuals and organizations to access and implement administrative procedures.
Establish and publicize a hotline of the Provincial Public Administration Service Center and the People's Committees of communes before June 25, 2025 to support, guide, and respond to the feedback and recommendations of individuals and organizations according to their authority.
The Chairman of the People's Committee of the province or centrally run city is responsible for organizing the reception and settlement of administrative procedures in the provinces and centrally run cities in accordance with regulations.
Review and improve the Provincial and Commune Public Administration Service Centers on personnel, facilities, equipment, and working regulations to ensure maximum convenience, smoothness, and no interruption in implementing administrative procedures for people and businesses when the operation of local authorities at district and county levels ends and implement the 2-level local government organization model.
Issued a list of administrative procedures implemented regardless of administrative boundaries within the provincial level according to the roadmap, ensuring the completion of 100% of administrative procedures implemented regardless of administrative boundaries within the provincial level in December 2025.
The Prime Minister also requested the Chairmen of the People's Committees of provinces and centrally run cities to promptly upgrade and complete the Provincial-level administrative procedure settlement information system, ensuring inheritance of information, data, safety, security and the receipt of administrative procedures settlement continuously, smoothly, effectively, without interruption from July 1, 2025.
The provinces and centrally run cities subject to the merger proactively evaluate, unify the selection, and consolidate the use of a provincial-level TTHC Information System to organize upgrading and completing, meeting the requirements of implementing TTHC regardless of administrative boundaries within the provincial level; connect, share, and synchronize data with the National Public Service Portal.
